Gender and Youth Employment in the Commonwealth of Independent States

The study was commissioned in the context of the ILO project “Partnerships for Youth Employment in the CIS” implemented by the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia with financial support of the Russian private company PAO LUKOIL. The study covers selected CIS countries; namely, Republic of Azerbaijan, Republic of Armenia, Republic of Kazakhstan, Kyrgyz Republic, and the Russian Federation. The study reviews the gender dimensions and gaps in employment trends, situations of education and training, as well as employment placements, highlighting disadvantages and discrimination young women and men face in the world of work in these countries. While all countries have established equality in education, training and employment opportunities in national laws, there remain gender differences in the labour market outcomes between young women and men. The study undertakes gender analysis of the reasons behind such gendered patterns of employment and labour market outcomes in various relevant countries where there is also a variation of gender differences in their labour markets.

Towards Policies Tackling the Current Youth Employment Challenges in Eastern Europe and Central Asia

This paper is an outcome of the project “Partnerships for Youth Employment in the Commonwealth of Independent States” implemented by the ILO Decent Work Team and Country Office for Eastern Europe and Central Asia in Moscow and financed by the Russian company LUKOIL. The project helped establish a multi-country youth employment network of nine countries: Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan. The network under the guidance of the ILO Moscow Office carried out several rounds of peer reviews on youth employment policies and programmes with the aim to build the capacity of labour market institutions of the participating countries for assessing the relevance and effectiveness of the applied youth employment policies, learn from each other’s experience and improve the impact of these policies.

Toolkit for Conducting Voluntary Peer Reviews on Youth Employment Policies

This Toolkit aims to offer useful and practical guidance to countries that wish to conduct a voluntary peer review in the area of youth employment. It aims to elucidate, in an applied manner, how voluntary peer reviews on youth employment can be conducted so as to foster mutual learning and lead to concrete policy recommendations.

This report presents the results of the School-to-work transition surveys (SWTS) implemented in six countries in the Eastern Europe and Central Asia region – Armenia, Kyrgyzstan, Republic of Moldova, Russian Federation, the former Yugoslav Republic of Macedonia and Ukraine – in 2012 or 2013. The indicators resulting from the surveys and analysed in this report provide a much more detailed picture of the youth in the labour market in a part of the world where unemployment rates are among the highest in the world.

Youth Labour Market Analysis: A training package on youth labour market information

The “Youth labour market analysis: A training package on youth labour market information” provides guidance on the data required and how they may be analyzed for the assessment of youth employment at national level. The package is organized into two areas: Module 1 deals with data requirements and availability; and Modules 2 to 6 deals with data analysis and evaluation. Within each broad area, the training modules address the issues of data collection and analysis on youth labour supply, labour demand and conditions of work.
