This report conducts a content analysis of the 54 most recent global framework agreements (GFAs) and an evaluation of 29 case studies on the implementation of GFAs to identify effective good-practice examples of GFAs promoting decent work in global supply chains by developing labour relations on a global scale.

Following the repeal of European and American export sanctions on Myanmar, the country’s garment sector is now experiencing new levels of growth. The Myanmar Garment Manufacturers Association (MGMA) reports that new garment factories are opened every week, and the number of workers involved in the industry is forecasted to grow from the current 260,000 employees to 600,0001 in the next three years.

Formalizing employment, particularly youth employment, continues to pose a challenge for the countries of the region. Currently, 13% of youth are unemployed and 55.7% are informally employed (ILO 2013 and ILO 2014). The challenge of enabling the new labour force to actively participate in the labour market is compounded by the additional challenge of guaranteeing that the new jobs meet decent work criteria.
