    This report is a product of the ILO’s Decent Work Across Borders project: A Pilot project for Migrant Health Professionals and Skilled Workers, funded by the European Union. Although the number of ethical recruitment agencies is increasing, many migrants continue to be exposed to the risk of being lured into exploitative employment by unscrupulous brokers, agencies and employers. Noting that a segment of the recruitment industry has been active in promoting fair and ethical recruitment standards, this publication raises the visibility of promising or good practices, emanating from this particular group of agencies.

    Migrant workers form a key element in labour markets throughout the Asia-Pacific region. In Bangladesh, like many other countries of origin, labour migration is a source of employment, and workers’ remittances are critical to poverty alleviation and for offsetting the foreign trade deficit. Malaysia is a major country of destination, where migrants make up approximately a quarter of the workforce. Migrant workers’ contributions are critical in several key economic sectors, including the multi-billion dollar palm oil industry.

It considers the important role of governments and other stakeholders in both labor-destination countries such as Japan, the Republic of Korea, and Singapore, and labor-sending countries such as India, the Philippines, and Sri Lanka. Key issues are the extent to which these structures provide an orderly process for the movement of people between countries and whether the rights and the welfare of workers are protected.
