Frequently Asked Questions on Fair Recruitment

The ILO has developed this series of Frequently Asked Questions (FAQs) on fair recruitment challenges to respond to questions commonly received by constituents. The FAQs are designed to provide user-friendly answers to technical questions related to the implementation of fair recruitment in practice.

In 2014, the ILO launched the global Fair Recruitment Initiative (FRI) as part of the ILO Director General’s call for a Fair Migration Agenda, and in response to raised concerns about reported abuses of migrant workers and the growing role of unscrupulous employment agencies, informal labour intermediaries and other operators acting outside the legal and regulatory framework that prey especially on low-skilled workers.

The 2021-2025 FRI Strategy (Phase II) will continue to be grounded in relevant international labour standards (ILS), global guidance, and social dialogue between governance institutions and actors of the labour market – i.e. those who directly experience the challenges and opportunities of implementing fair recruitment practices. The FRI has combined global policy dialogue, knowledge and data generation with on-the-ground interventions where tools are tested, implemented, and expertise created.
