Advocacy session to promote fair recruitment of migrant workers among ILO constituents in Pakistan

The ILO Global Action to Improve the Recruitment Framework of Labour Migration (REFRAME) project organizes an advocacy session on relevant international instruments pertaining to fair recruitment of migrant workers to core ILO constituents in Pakistan.

The ILO Global Action to Improve the Recruitment Framework of Labour Migration (REFRAME) project organized an advocacy session on relevant international instruments pertaining to fair recruitment of migrant workers to core ILO constituents in Pakistan. The event aimed at clarifying their obligations under international law, and building momentum towards fair recruitment.

A group of 17 officials representing the Ministry of Overseas Pakistanis and Human Resource Development and its allied department the Bureau of Emigration and Overseas Employment; the Overseas Employment Corporation; the Overseas Pakistanis Foundation; the Pakistan Workers Federation; and the Employers’ Federation of Pakistan participated in the event. All play a role and/or have potential to play a role in recruitment of Pakistani migrant workers.

The participants were acquainted with recent international frameworks and guiding materials on fair recruitment, in particular the adopted Global Compact for Safe, Orderly and Regular Migration and the adopted ILO General Principles and Operational Guidelines for Fair Recruitment and Definition of recruitment fees and related costs (GPOG). The ILO expert offered specific fair recruitment guidance to specific stakeholder groups in line with the GPOG. The participants were encouraged to deliberate on possible ways forward to achieve fair recruitment in Pakistan, including actions to be taken by specific stakeholder groups.
