ILO Presentation at the GFMD Second Thematic Meeting on "Recruitment, labour migration and diaspora: Improving labour market complementarities and economic development outcomes",

The Second Thematic Meeting of the Global Forum on Migration and Development (GFMD) was held at the ILO in Geneva on 11 September 2013. The meeting addressed "Recruitment, labour migration and diaspora: Improving labour market complementarities and economic development outcomes". ILO's Director of the Conditions of Work and Equality Department, Ms. Manuela Tomei presented critical analysis and recommendations on improving development outcomes in her presentation "Labour migration, recruitment and skills recognition and certification: how to maximize outcomes for migrant workers as well as countries of origin and destination?" Ms.Tomei considered three themes: (1) How to improve responsiveness of migration policies and systems to meet genuine labour market needs; (2) How to enhance transparency and fairness in recruitment for better job-worker matching and better outcomes for migrant workers; and (3) How to best assess potential for skills recognition and standards across countries in order to overcome obstacles to labour market integration.
