A regional focal point for labour migration at the Regional Office in Africa

Mr. Aly CISSE is the CTA of the Labour Migration Component of the 10th EDF funded ECOWAS Free movement of persons and Migration Project based in Abuja, Nigeria. The project objective is to maximize the development potential of free movement of persons and migration in West Africa by supporting the effective implementation of the ECOWAS Free Movement of Persons’ Protocols and the ECOWAS Common Approach on Migration. He joined ILO in 2001 as National Officer for the ILO STEP Programme (Extending Social Programme) in Senegal, which contributed strongly to the extension of social protection for the informal workers, such as transport workers, rural and agricultural workers, women organizations and micro finance and cooperatives networks.

Between 2009-2011, Mr. CISSE was appointed Labour Migration Officer at the ILO Regional Office in Africa to work on the implementation of an ILO project financed by the German government entitled Extending Social Security Coverage to African migrant workers (MIGSEC).

Before joining ILO, he worked as civil servant for the Government of Senegal for more than 18 years, first at the Ministry of Agriculture and Rural development on local development and social protection issues, between 1978 and 1994 and as Professor at the University of Dakar (Ecole Nationale d’Economie Appliquée) between 1998 and 2000. He was also President of a national NGO: Action Dynamique pour un Progrès Economique et Social (ADPES) an NGO which brings technical and financial support to grassroots and nationwide socio-professional organisations.

He graduated from the University of Dakar in Applied Economics, at the Ecole Nationale d’Administration et de Magistrature in Senegal in Laws, Finance and Administration, at University of Connecticut, USA in Economics and at University of Maastricht (School of Governance) in Social security Financing.
