The role of labour administration in the implementation of the Arabic Employment Agenda

LAB/ADMIN, in cooperation with the Arab Centre for Labour Administration and Employment (ACLAE), organized a workshop on the role of labour administration in the implementation of the Arabic Employment Agenda. Delegates from 18 countries participated in the event. Mr Giuseppe Casale (Director) and Mr. Moussa Oumarou (Senior Specialist), gave presentations on recent trends and developments in the area of labour administration with an emphasis on its economic role during the crisis. The workshop dealt with several technical subjects including labour inspection, employment services, vocational training, social security and social dialogue.

“Labour Inspection Reform in South Africa: Training of Trainers, Managers”

LAB/ADMIN officials (Mr G. Casale, Director, Mr L. Rychly, Senior Specialist and Mr A. Sivananthiran, Consultant) with the assistance of the ILO Pretoria Office gave a major training workshop for managers of labour inspection departments in South Africa. The training of trainers is a key component of the Norwegian funded project, “Strengthening labour inspection services”. All provincial labour inspectorates attended this training workshop.

Training program on labour inspection

The ILO organized a training program on labour inspection from 2-5 March in Syria, within the Norwegian project “Enhancing Labour Inspection Effectiveness”. The main topics of the training were the International Labour Standards, the national labour legislation, best practices and procedures of labour inspection, the role of social dialogue in promoting labour standard and occupational safety and health.

The role of labour inspection in combating forced labour

LAB/ADMIN participated in a seminar on “the role of labour inspection to combat forced labour” was held in Wroclaw, Poland (9-10 March). The seminar took place in the context of the EC funded project “Transnational Multi-Stakeholder Action to combat trafficking in human beings for the purpose of labour exploitation: Identification and protection of victims (FREED)”. The project is being implemented by the Italian Department for Equal Opportunities in partnership with the ILO's Special Action Programme to combat Forced Labour (SAP/FL) and with labour inspectorates, law enforcement and trade unions in Italy, Portugal, Poland and Romania. The purpose of the seminar was to validate the ILO handbook for labour inspectors on forced labour and human trafficking. Participants were given the opportunity to share their professional experiences in the field of investigating and sanctioning cases of forced labour, identification of victims of trafficking for forced labour and their modes of cooperation with other government agencies, law enforcement officials and workers’ and employers’ organizations. Through presentations and group exercises, participants were invited to provide comments on the handbook in order to adapt its contents to national conditions in Poland. The revised handbook will ultimately serve as a training tool for Polish labour inspectors on the subject.

EU Spanish Presidency: SLIC Thematic Day (Bilbao, 6 May 2010)

Under the European Union Spanish Presidency, LAB/ADMIN has been invited to take part in the Senior Labour Inspectors Committee (SLIC)meeting organised in Bilbao on 6 may 2010. The thematic day dealt with one of the most pressing and challenging issues in labour inspection in the European Union, notably the role of the labour inspectorates in enforcing labour legislation, including cross-border cooperation amongst Member States. Maria Luz Vega, Senior Labour Administration/Inspection Specialist LAB/ADMIN Programme, participated in the thematic day with a presentation on cross-border inspection around the world.

Building Modern and Effective Labour Administration and Labour Inspection Systems for Good Governance (LAB/ADMIN and ITC/ILO) Turin, 26 April - 7 May 2010

LAB/ADMIN in cooperation with the ITC/Turin is organising a training workshop for Arab speaking countries on labour administration and inspection systems for good governance. This activity is carried out, among others, within the Italian funded project "Promoting Good Governance and Decent Work in the Mediterranean through Improved Labour Administration and Social Dialogue". Participants from countries like Algeria, Jordan, Lebanon, Iraq, Morocco, Palestine, Tunisia and Yemen took part. At the end of the training course, senior labour administrators will be able to: appreciate the concept of system of labour administration (as defined in C. 150 in the perspective of good governance); be familiar with the main international labour standards concerning labour administration, labour inspection, labour policies and social dialogue; use these standards as tools and reference for strengthening and re-designing national labour administration and inspection systems; analyse and discuss the key functions and roles of labour administration; analyse and discuss good practices; analyse and discuss trends, functions and roles of labour inspection; compare the situation and challenges in the participating countries and build a network for continuining experience sharing and knowledge building.

Kenya National Labour Conference

From 20-22 April 2010, the Kenya Ministry of Labour hosted a National Labour Conference in Nairobi. The event was sponsored by DANIDA and was the first conference of its kind in nearly 30 years bringing together labour officers and inspectors from across the country to discuss the theme "Re-engineering the Labour Inspectorate for the 21st Century". The Conference was attended by the Kenyan Vice-President as well as the Minister and Permanent Secretary of the Ministry of Labour and Labour Commissioner. LAB/ADMIN officials were already in the country carrying out a needs assessment of the Kenyan labour administration and inspection services and gladly participated in the Conference giving presentations on the role of labour administration and inspection in times of economic crisis and labour inspection in the 21st century. During the event, the Labour Commissioner also launched the first edition of the Ministry newsletter "Labour Updates" as an initiative to improve the sharing of information between Ministry staff. A final report on the outcomes of the Conference is expected in the coming weeks.

Labour inspection in Central America and Dominican Republic

On 7-9 April 2010, a sub-regional event on labour inspection in Central America and the Dominican Republic was held in El Salvador with the participation of high representatives of Labour Inspectorates of the regional and social partners. The purpose of the meeting was to share good practises and models on labour inspection and to explore the working method of the Red Iberoamericana de Inspección de Trabajo. The event was organized by the SRO for Central America in collaboration with two sub-regional USDOL funded projects. LAB/ADMIN actively participated in the event.

Strengthening Labour Inspection Services in Oman

A national workshop on “Strengthening Labour Inspection Services” took place in Oman (2-4 October 2009). Mr Giuseppe Casale, Director of Labour Administration and Inspection Programme LAB/ADMIN, gave a presentation and met both Mr H.E. Abdulla Nassar Al-Bakry, Minister of Manpower and Mr Sultan Adim Al-Shereiqi, Director of Labour Inspection. The workshop, organised with the cooperation of SRO Beirut, was attended by more than 160 labour inspectors.

Posting of Workers and Labour Rights

Mr Giuseppe Casale, Director of LAB/ADMIN, took part in the Conference on Posting of Workers and Labour Rights organised in Oviedo by Spanish Presidency of the European Union. In particular, it was discussed the cooperation of labour administration and inspections amongst Member States. Many examples of cooperation were presented by the panellists and several questions were also posed concerning the future application of the Directive. In particular, it was reached a consensus that in addition to improve the quality of information to be provided amongst Member States, it would be worth exploring the possibility to create a European Social Inspectorate or other appropriate structure to support Member States and national social and labour inspectorates in the application and enforcement of national and European minimum rules and workers’ protection.

A seminar on “the role of labour inspection to combat forced labour” was organised in Bucharest (9-10 March) by the Department of Equal Opportunities (DEO) Italy, the General Inspectorate of the Romanian police (GIRP) with the collaboration of LAB/ADMIN. The seminar took place in the context of the EC funded project “Transnational Multi-Stakeholder Action to combat trafficking in human beings for the purpose of labour exploitation. Identification and protection of victims”.

Labour inspection in Europe: fighting undeclared work and trafficking

Europe’s labour inspectors face daunting challenges. They not only try to ensure decent working conditions, but also contribute to the fight against trafficking and undeclared work. ILO Online has set up a series of questions and answers about a new ILO report intended to help experts in EU countries share good practices and develop common policy guidelines for labour inspection and undeclared work.

Development of Training Strategy for Labour Inspectors in India

A national workshop on "Development of Training Strategy for Labour Inspectors in India" took place in New Delhi on 9-10 March, 2010. The participants discussed and agreed on a national and states' training plan of action for labour inspectors. The workshop was organised by LAB/ADMIN in cooperation with the ILO Delhi Office, ITC-ILO and the Indian Training Institute VVGIRI.

Training program on labour inspection

National Symposium on labour inspection
14 December 2009
The National Symposium was held at the request of the Chinese labour inspection authorities to discuss the main action to be undertaken by Chinese inspectorates to strengthen their labour inspection institutions. It was also an opportunity to discuss further collaboration with the ILO. The meeting was organized by ILO Beijing with LAB/ADMIN collaboration.

Labour Administration and Labour Inspection: future challenges and trends.

Labour Administration/Inspection meeting 30 Nov. - 4 Dec. with the aim of discussing and launching LAB/ADMIN Global Products and activities for the next biennium. Second conference of regional Alliance of labour inspection of South East Europe, Azerbaijan and Ukraine.

Following it's activities to strengthen networking and alliances among labour inspection and labour administration systems, LAB/ADMIN jointly with SRO Budapest office has participated in the above mentioned event. Subjects such as Undeclared work, coordinated labour inspection, risk assessment and occupational accident prevention were discussed and some majors follow up points were concluded.
