    Ukrainian tripartite delegation visits Spain

    25 October 2010

    From 13 to 15 October 2010 a Ukrainian tripartite delegation headed by Mr. Cherchasov, Deputy Minister of Labour and Social Policy, went to Madrid and visited the Spanish School of Labour Inspection and Social Security. The study visit was organized in the framework of the ‘Gender Equality in the World of Work’ project, funded by the European Union and co-funded and implemented by the ILO. The Ukrainian group held meetings at the Ministry of Equality, the Ministry of Labour and Migration, the Labour and Social Security Inspection as well as the company ENDESA.

    Workshops on "agency work and its role in the labour market" and on "labour administration and good governance".

    In the context of the Italian-funded project “Promoting good governance and decent work in the Mediterranean through improved labour administration and social dialogue” (INT/08/11/ITA), the Arab Centre for Labour Administration and Employment (ACLAE) along with the Algerian Minister of Labour, Employment and Social Security (Mr. Tayeb Louh), the International Training Centre of the ILO and LAB/ADMIN, carried out two joint workshops (3-4 and 5-6 October). The first workshop dealt with agency work and its role in the labour market. It included participants from Algeria, Jordan, Lebanon, Libya, Mauritania, Morocco and Tunisia. The second workshop on labour administration and good governance brought together 30 Algerian participants as well as French and Spanish experts who shared their own national experiences on the topic. The activity was fortunate to have Minister Tayeb Louh speak at the opening session. He touched on the themes of the two workshops as well as offering examples from his own country on the measures adopted or planned by his own government to promote decent work and development. LAB/ADMIN was represented by its Director, Giuseppe Casale and Moussa Oumarou, Senior Labour Administration Specialist. The workshops were widely covered by the local press and their conclusions and recommendations are available from LAB/ADMIN upon request.

    National Conference on Labour Inspection Policy in South Africa

    Within the framework of the ILO/Norway project “ Strengthening labour inspection effectiveness” (INT/09/62/NOR) a National Labour Inspection Policy Conference was held in Pretoria on 27-28 September 2010 on the theme of “Strengthening Labour Inspection Systems in South Africa”. This conference was a culmination of a series of activities that followed last year’s labour administration and labour inspection audit and were funded by the Government of Norway, especially a conference on DoL’s repositioning (Rustenburg, February), three training of trainers (Johannesburg, February and March; Turin, September) and one training of LI managers (Johannesburg, May). The National Conference was also attended by the Norwegian MPs of the Standing Committee of Labour and Social Affairs.

    Visit to the Ministry of Human Resources

    11 October 2010

    Mr. Giuseppe Casale, Director of LAB/ADMIN, met with the Minister of Human Resources of Malaysia, H.E. Datuk Dr. S. Subramaniam, and his colleagues. Mr. Casale was accompanied by Mr. A. Sivananthiran (former ILO official). They discussed the forthcoming ILC general discussion item on labour administration and inspection. The Minister expressed appreciation of the ILO work in the field of labour administration and inspection and requested ad hoc training in these areas for Ministry’ officials.

    ILERA Study Group on Re-engineering Labour Administration met at the 7th Asian Congress of the IIRA (now ILERA)

    Dr. Giuseppe Casale, Director of the ILO Labour Administration and Inspection Programme and Mr. A. Sivananthiran (international consultant and former ILO official), coordinators of the Study Group on Re-engineering Labour Administration convened the meeting in Bali on the occasion of the 7th Asian Congress of the IIRA, now ILERA. The meeting saw a the participation of ministry’ officials, labour inspectors, workers and employers representatives, and researchers and academics. More than 60 persons took part in the event, expressing strong interest in the topic. Following that meeting and encouraged by the enthusiasm of the participants, Dr. Casale and Mr. Sivananthiran will continue to collect the various experiences on labour administration and inspection with a view to presenting the first comparative findings at the next meeting of the Study Group which will take place during the 16th ILERA (IIRA) World Congress that will take place in Philadelphia, Pennsylvania, USA, (2-5 July 2012).

    International Conference on Tackling Undeclared Work in the EU

    The Conference was sponsored by the Bulgarian Ministry of Labour and Social Policy, Eurofound and ITC Turin and was held at the Ministry’s training centre at Kremikovtzi. The main goals of the Conference were: i) to take stock of the state of undeclared work in the European Union and to examine ways of tackling the phenomenon; and ii) to sign a trilateral cooperation agreement on undeclared work between the Ministries of Bulgaria, Greece and Romania. The Ministers of Bulgaria and Romania participated, as did the Deputy Minister from Greece with the three of them accompanied by the Director of the Labour Inspection Services. The ILO was represented by Ms. Susanne Hoffmann, Regional Director for Europe and Central Asia, Ms. Maria-Luz Vega, Senior Labour Administration/Inspection specialist (LAB/ADMIN), and Mr. Mark Levin, Director ILO SRO-Budapest. Eurofound was represented by its Director, Ms. Jorma Karppinen, as well as other staff. ITC Turin was represented by Ms. Yordanka Tzvetkova. In addition, there were a number of resource persons as well as the social partners and representatives of Ministries of Labour.

    EU and ILO promote gender equality in the Ukrainian labour inspection system

    LAB/ADMIN was invited to participate in a training session on gender equality for Ukrainian labour inspectors. The event was held in Kyiv within the framework of the EU-ILO “Gender Equality in the World of Work” project. Ms. Maria-Luz Vega, senior labour administration/inspection specialist and Mr. René Robert, labour administration/inspection officer, participated on behalf of LAB/ADMIN.

    Senior Labour Inspection Specialist visits Brazil

    Senior Labour Inspection Specialist visits Brazil: in the framework of the Norweigan funded project "strengthening labour inspection services" LAB/ADMIN senior labour inspection specialist, Maria Luz Vega, visited São Paulo, Brasilia and Rio de Janeiro , both to share international practices and learn more about the Brazilian experience. A presentation on the new Brazilian labour inspection methodology was made by the Federal Labour Inspectorate (SIT). Some Brazilian good practices in labour inspection discussed included combating child labour and forced labour, and labour inspection in the maritime sector. In addition, innovative ways of looking at labour inspection were explored including on the issues of green jobs and gender equality. Other meetings that took place, included with the National Trade Union for Labour Inspectors (SINAIT), the Institute on Applied Economics Research (IPEA), and a courtesy visit to the Norweigan Embassy. The mission finalized with a visit to an oil tanker ship led by the national coordination of labour inspection in ports and waterways.

This is part of the training programme developing within the Norwegian funded project (INT/09/62/NOR)

    Seminar/workshop on the methodology for developing a national labour policy

    From 5 to 7 August 2010, a seminar/workshop on the methodology for formulating a national labour policy was held in Douala, Cameroon. The event was jointly organized by the African Regional Centre for Labour Administration (CRADAT), the ILO’s Labour Administration and Inspection Programme (LAB/ADMIN), and the Project for the Implementation of the ILO Declaration (PAMODEC) with assistance from the Decent Work Team in the ILO Country Office in Cameroon (DWT/CO). This event – similar to the one held last May in Cotonou, Benin, for French-speaking countries in West Africa – brought together the Secretaries and Directors-General of Labour from the following countries: Burundi, Cameroon, Central African Republic, Chad, Democratic Republic of the Congo, Gabon and Rwanda. The social partners from Cameroon were also invited. Additionally, the Deputy Director of the ILO Office for Africa and the Director of the DWT/CO-Cameroon attended the session together with the Secretary General of the Coastal Governorate, who represented the Minister of Labour in the opening ceremony of the meeting. After three days of intense work, the workshop ended on a satisfactory note for all parties. Agreement was reached on the following main recommendations: (i) acceleration of the ratification of ILO Conventions No. 129 and 150 and (ii) initiation of the process of drafting national labour policies for individual countries, with the aim that by 2015 countries will have prepared a framework document.

    Feasibility of a European Platform on Undeclared Work

    LAB/ADMIN was invited to participate in a workshop organized on behalf of the EC by Regioplan to discuss the feasibility of establishing a platform to prevent and fight against undeclared work. On 9 July 2010, Maria-Luz Vega participated on behalf of LAB/ADMIN, as ILO Expert in the abovementioned meeting. Several issues were raised and the need for collaboration between the EU and the ILO on this subject has been highlighted.

    Theoretical and practical training course on Labour Inspection

    The ILO started, on 17th May, a theoretical and practical training course on labour inspection in Lebanon, which extends for 5 days. The course is being attended by 40 participants of labour inspectors, OSH inspectors, workers' representatives, employers representatives and social security inspectors. The topics of the course included, among others, labour inspection visits, OSH inspection, inspection of employment relations, inspection of working inspection, Corporate Social Responsibility and the challenges facing labour inspection. It also included field visits to some enterprises for practical training. Earlier this month, the ILO also conducted a similar course in Syria and completed in Oman, an other training program on labour inspection, which included participants from the workers' and employers organizations, in addition to labour inspectors.

    Training seminar for labour inspectors

    In the framework of the Norwegian project, a subregional training seminar for labour inspectors was held in Bitola, the former Yugoslav Republic of Macedonia, from 10-14 May 2010. The aim of the activity was to present the training curriculum on labour inspection developed by the ILO's International Training Center in Turin. The materials can be used in the participants' countries for the training of labour inspectors. Part of the curriculum was translated into Montenegrin and Macedonian languages.

    The role of labour administration in the implementation of the Arabic Employment Agenda

    LAB/ADMIN, in cooperation with the Arab Centre for Labour Administration and Employment (ACLAE), organized a workshop on the role of labour administration in the implementation of the Arabic Employment Agenda. Delegates from 18 countries participated in the event. Mr Giuseppe Casale (Director) and Mr. Moussa Oumarou (Senior Specialist), gave presentations on recent trends and developments in the area of labour administration with an emphasis on its economic role during the crisis. The workshop dealt with several technical subjects including labour inspection, employment services, vocational training, social security and social dialogue.

    “Labour Inspection Reform in South Africa: Training of Trainers, Managers”

    LAB/ADMIN officials (Mr G. Casale, Director, Mr L. Rychly, Senior Specialist and Mr A. Sivananthiran, Consultant) with the assistance of the ILO Pretoria Office gave a major training workshop for managers of labour inspection departments in South Africa. The training of trainers is a key component of the Norwegian funded project, “Strengthening labour inspection services”. All provincial labour inspectorates attended this training workshop.

    Training program on labour inspection

    The ILO organized a training program on labour inspection from 2-5 March in Syria, within the Norwegian project “Enhancing Labour Inspection Effectiveness”. The main topics of the training were the International Labour Standards, the national labour legislation, best practices and procedures of labour inspection, the role of social dialogue in promoting labour standard and occupational safety and health.

    The role of labour inspection in combating forced labour

    LAB/ADMIN participated in a seminar on “the role of labour inspection to combat forced labour” was held in Wroclaw, Poland (9-10 March). The seminar took place in the context of the EC funded project “Transnational Multi-Stakeholder Action to combat trafficking in human beings for the purpose of labour exploitation: Identification and protection of victims (FREED)”. The project is being implemented by the Italian Department for Equal Opportunities in partnership with the ILO's Special Action Programme to combat Forced Labour (SAP/FL) and with labour inspectorates, law enforcement and trade unions in Italy, Portugal, Poland and Romania. The purpose of the seminar was to validate the ILO handbook for labour inspectors on forced labour and human trafficking. Participants were given the opportunity to share their professional experiences in the field of investigating and sanctioning cases of forced labour, identification of victims of trafficking for forced labour and their modes of cooperation with other government agencies, law enforcement officials and workers’ and employers’ organizations. Through presentations and group exercises, participants were invited to provide comments on the handbook in order to adapt its contents to national conditions in Poland. The revised handbook will ultimately serve as a training tool for Polish labour inspectors on the subject.

    EU Spanish Presidency: SLIC Thematic Day (Bilbao, 6 May 2010)

    Under the European Union Spanish Presidency, LAB/ADMIN has been invited to take part in the Senior Labour Inspectors Committee (SLIC)meeting organised in Bilbao on 6 may 2010. The thematic day dealt with one of the most pressing and challenging issues in labour inspection in the European Union, notably the role of the labour inspectorates in enforcing labour legislation, including cross-border cooperation amongst Member States. Maria Luz Vega, Senior Labour Administration/Inspection Specialist LAB/ADMIN Programme, participated in the thematic day with a presentation on cross-border inspection around the world.
