    Giuseppe Casale (Director, LAB/ADMIN), René Robert (Technical Specialist, LAB/ADMIN) and A. Sivananthiran (ILO consultant) conducted an initial training workshop for 40 Indonesian labour inspectors based on the ITC-ILO training package.

    "International Seminar on Labour Inspection Good Practices".

    In the framework of the "Strengthening Labour Inspection Services" delegates from the Ministries of Labour and Labour inspectorates from 15 countries met in Brasilia from 6 to 8 December 2010 to share experiences on different practices and methodologies used by the inspectors at national level.

    "Building modern and effective labour administration and inspection systems - users'"

    23 November 2010

    Nineteen high profile labour administration and inspection officers from Brazil, China, India, South Africa, Swaziland, the Syrian Arab Republic, Honduras, Guatemala and Italy attended the workshop "Building modern and effective labour administration and inspection systems - users'" training programme. The purpose of the training was to create a core group of experts who are able to make full use of the wide range of tools on labour administration and inspection and produced by the ILO (from methodologies on conducting audits to training materials and publications, etc...).

    EU Belgium Presidency: SLIC Thematic Day and Plenary (Brussels 22 and 23 November 2010)

    Under the European Union Belgium Presidency, LAB/ADMIN has been invited to take part in the Senior Labour Inspectors Committee (SLIC) meeting organised in Brussels on 22 and 23 November 2010. The thematic day dealt with the effect of the precarious and atypical form of employment relationship on the health of workers and the challenge of organising an effective labour inspection in a dual labour world. Giuseppe Casale, Director, and Maria Luz Vega, Senior Labour Administration/Inspection Specialist, participated in the event by presenting the ILO perspective. LABADMIN also participate as observer in the SLIC plenary.

    The Third Regional Conference of Labour Inspectorates in South Eastern Europe, Azerbaijan and Ukraine (RALI).

    18 November 2010

    On the 18th and 19th of November 2010, representatives from the RALI membership (Bulgaria, Azerbaijan, Montenegro, Republic of Moldova, Serbia, Republic Srpska and Federation of Bosnia-Herzegovina and Ukraine) held their third Regional Conference. The meeting was also attended by representatives from Labour Inspectorates and other institutions of the Netherlands, the Russian Federation, Tadzhikistan, Slovakia, Lithuania, Latvia, Turkey, Norway, Germany and Canada along with the International Association of Labour Inspection (IALI), LAB/ADMIN and ILO-DWT/CO for Eastern Europe and Central Asia. Participants reconfirmed the need for regional networking of labour inspectorates and pointed out the necessity of further promotion of cooperation.

    CONFERENCE OF EUROPEAN EXPERTS ON THE ESTABLISHMENT OF AN INFORMATION EXCHANGE SYSTEM (UNDECLARED WORK)

    On 3 and 4 November 2010, a conference of experts from various European countries was held in Madrid at the Spanish School of Labour Inspection and Social Security. LAB/ADMIN participated in the conference. The aim of the conference was the establishment of a European network for the exchange of information among authorities involved in the fight against undeclared work. This conference was part of the project, “Implementing Cooperation in a European Network Against Undeclared Work” (ICENUW ) led by Belgium with the participation of the French and Italian labour inspectorates as partners, in addition to Spanish Labour Inspectorate.

    Journées de travail organized by the Federal Coordination Commission of Occupational Safety, FCOS

    16 November 2010

    The ILO was invited for the first time to take part in the organized by the Federal Coordination Commission for Occupational Safety (FCOS) in Bienne, Switzerland. LAB/ADMIN provided a keynote speech at the National Congress on Occupational Safety and Health by giving a comparative overview of the current trends and issues in labour inspection in Europe.

    The third joint Conference of the State Labour Inspectorate of Latvia and the International Association of Labour Inspection (IALI). The theme of the Conference: "Maintenance of OSH in time of crisis”.

    On the 11th and 12th of November 2010, IALI and representatives from the Latvian Inspectorate met in Riga for their third joint conference under the title of "Maintenance of OSH in time of crisis”. Labour Inspectorates and other institutions from Cyprus, Germany, Lithuania, Estonia and the Russian Federation also attended the event as well as ILO-LAB/ADMIN and ILO-DWT/CO for Eastern Europe and Central Asia.

    Delegates of the People's Republic of China took part in a Training on modern and effective labour inspection systems (ITC/ILO - Turin, 8-19 November 2010).

    20 senior labour inspectors and managers of China are at the ITC/ILO to follow a 2-week course on Building Modern and Effective Labour Inspection Systems. The training modules were jointly developed by LAB/ADMIN and the ITC/ILO. The group will visit also the labour inspectorates of Florence and Rome.

    1st CIBELES meeting (Mallorca, 28 October 2010).

    On 28 October 2010, LAB/ADMIN participated in the first CIBELES meeting in Mallorca. CIBELES is a network created with the European Commission (EC) funding and is under the leadership of the Spanish Inspectorate for Labour and Social Security. Participating countries include Austria, Belgium, France, Germany, Hungary, Italy and Portugal. The aim is to build channels for the exchange of information, gather knowledge in order to build a basis for cross-border enforcement and mutual assistance and finally, provide guidance to the European Commission.

    Ukrainian tripartite delegation visits Spain

    25 October 2010

    From 13 to 15 October 2010 a Ukrainian tripartite delegation headed by Mr. Cherchasov, Deputy Minister of Labour and Social Policy, went to Madrid and visited the Spanish School of Labour Inspection and Social Security. The study visit was organized in the framework of the ‘Gender Equality in the World of Work’ project, funded by the European Union and co-funded and implemented by the ILO. The Ukrainian group held meetings at the Ministry of Equality, the Ministry of Labour and Migration, the Labour and Social Security Inspection as well as the company ENDESA.

    Workshops on "agency work and its role in the labour market" and on "labour administration and good governance".

    In the context of the Italian-funded project “Promoting good governance and decent work in the Mediterranean through improved labour administration and social dialogue” (INT/08/11/ITA), the Arab Centre for Labour Administration and Employment (ACLAE) along with the Algerian Minister of Labour, Employment and Social Security (Mr. Tayeb Louh), the International Training Centre of the ILO and LAB/ADMIN, carried out two joint workshops (3-4 and 5-6 October). The first workshop dealt with agency work and its role in the labour market. It included participants from Algeria, Jordan, Lebanon, Libya, Mauritania, Morocco and Tunisia. The second workshop on labour administration and good governance brought together 30 Algerian participants as well as French and Spanish experts who shared their own national experiences on the topic. The activity was fortunate to have Minister Tayeb Louh speak at the opening session. He touched on the themes of the two workshops as well as offering examples from his own country on the measures adopted or planned by his own government to promote decent work and development. LAB/ADMIN was represented by its Director, Giuseppe Casale and Moussa Oumarou, Senior Labour Administration Specialist. The workshops were widely covered by the local press and their conclusions and recommendations are available from LAB/ADMIN upon request.

    National Conference on Labour Inspection Policy in South Africa

    Within the framework of the ILO/Norway project “ Strengthening labour inspection effectiveness” (INT/09/62/NOR) a National Labour Inspection Policy Conference was held in Pretoria on 27-28 September 2010 on the theme of “Strengthening Labour Inspection Systems in South Africa”. This conference was a culmination of a series of activities that followed last year’s labour administration and labour inspection audit and were funded by the Government of Norway, especially a conference on DoL’s repositioning (Rustenburg, February), three training of trainers (Johannesburg, February and March; Turin, September) and one training of LI managers (Johannesburg, May). The National Conference was also attended by the Norwegian MPs of the Standing Committee of Labour and Social Affairs.

    Visit to the Ministry of Human Resources

    Mr. Giuseppe Casale, Director of LAB/ADMIN, met with the Minister of Human Resources of Malaysia, H.E. Datuk Dr. S. Subramaniam, and his colleagues. Mr. Casale was accompanied by Mr. A. Sivananthiran (former ILO official). They discussed the forthcoming ILC general discussion item on labour administration and inspection. The Minister expressed appreciation of the ILO work in the field of labour administration and inspection and requested ad hoc training in these areas for Ministry’ officials.

    ILERA Study Group on Re-engineering Labour Administration met at the 7th Asian Congress of the IIRA (now ILERA)

    Dr. Giuseppe Casale, Director of the ILO Labour Administration and Inspection Programme and Mr. A. Sivananthiran (international consultant and former ILO official), coordinators of the Study Group on Re-engineering Labour Administration convened the meeting in Bali on the occasion of the 7th Asian Congress of the IIRA, now ILERA. The meeting saw a the participation of ministry’ officials, labour inspectors, workers and employers representatives, and researchers and academics. More than 60 persons took part in the event, expressing strong interest in the topic. Following that meeting and encouraged by the enthusiasm of the participants, Dr. Casale and Mr. Sivananthiran will continue to collect the various experiences on labour administration and inspection with a view to presenting the first comparative findings at the next meeting of the Study Group which will take place during the 16th ILERA (IIRA) World Congress that will take place in Philadelphia, Pennsylvania, USA, (2-5 July 2012).

    International Conference on Tackling Undeclared Work in the EU

    The Conference was sponsored by the Bulgarian Ministry of Labour and Social Policy, Eurofound and ITC Turin and was held at the Ministry’s training centre at Kremikovtzi. The main goals of the Conference were: i) to take stock of the state of undeclared work in the European Union and to examine ways of tackling the phenomenon; and ii) to sign a trilateral cooperation agreement on undeclared work between the Ministries of Bulgaria, Greece and Romania. The Ministers of Bulgaria and Romania participated, as did the Deputy Minister from Greece with the three of them accompanied by the Director of the Labour Inspection Services. The ILO was represented by Ms. Susanne Hoffmann, Regional Director for Europe and Central Asia, Ms. Maria-Luz Vega, Senior Labour Administration/Inspection specialist (LAB/ADMIN), and Mr. Mark Levin, Director ILO SRO-Budapest. Eurofound was represented by its Director, Ms. Jorma Karppinen, as well as other staff. ITC Turin was represented by Ms. Yordanka Tzvetkova. In addition, there were a number of resource persons as well as the social partners and representatives of Ministries of Labour.
