    Follow-up to the decision to report on the modalities of the Working Party on the New Social Contract for Our Common Agenda

    This document contains the report requested by the Governing Body at its 349th Session (October–November 2023) on the modalities of the Working Party on the New Social Contract for Our Common Agenda, which was established by the Governing Body at that session to prepare a tripartite input to the 2025 World Social Summit. It has been prepared following tripartite consultations held in January 2024. The document contains proposals on the composition, mandate and road map of the Working Party. It further identifies five building blocks to inform the preparation of the tripartite input. The Governing Body is invited to: decide on the modalities of the Working Party, including its composition, mandate and road map; decide to place an item on the agenda of the 113th Session (2025) of the International Labour Conference on a tripartite input to the 2025 World Social Summit; and request the Director-General to make the necessary arrangements for the implementation of the road map and to take account of its views regarding the new social contract for Our Common Agenda (see the draft decision in paragraph 25).

    This document provides information on previous constituent-led reviews of the functioning of the Governing Body, which led to the adoption of the current Compendium of rules applicable to the Governing Body of the ILO; identifies areas in which constituents have indicated a need for potential further reviews and improvements; and outlines the different modalities that could be used by the Governing Body to review the current rules, should the Governing Body decide that further action is advisable or necessary (see the draft decision in paragraph 46).
