Regional Consultation Workshop on the Draft Program for implementation of Djibouti Declaration on Labour, Employment and Labour Migration

ENTEBBE (ILO News) – Between January and May 2022, the IGAD Secretariat and the ILO drafted a five-year Program for Implementation of Djibouti Declaration Phase 1 (PIDD1) to launch implementation of the Djibouti Declaration on labour, employment and labour migration and its Plan of Action as well as labour and employment related provisions of the IGAD Protocol on Free Movement of Persons which are complementary and inter dependent. In order to further gather constituents’ inputs, ensure their ownership and lay a solid foundation for the successful implementation of the program, IGAD and ILO successfully organized a three-day Regional Consultation Workshop on the Draft Program for Implementation of Djibouti Declaration on Labour, Employment and Labour Migration (PIDD 1) in Entebbe, Uganda from 22 – 24 June, 2022. https://newvisionapp.page.link/G8c1


A total of 44 delegates (30 males and 14 females) attended the Entebbe workshop and most of them had attended the high-level experts’ workshop for the formulation of the Plan of Action for the Djibouti Declaration on Labour, Employment and Labour Migration that was held in Nairobi, Kenya and the IGAD Ministerial Conference on Labour, Employment and Labour Migration that was held in Djibouti. Delegates were from Ministries of Labour, Ministries of Foreign Affairs, Ministries of Internal Affairs, Migration institutions and representatives of CIE and HACTU, plus experts from EU and IGAD.

The overall objective of this consultation workshop was to convene experts of IGAD Member States and regional Social Partners to review and refine the draft proposal for implementation of the Djibouti Declaration to improve its quality, responsiveness to the needs and priorities of Member States, stakeholders and ensure ownership and sustainability of the program by constituents. The specific objectives included:
  • Developing a shared vision and theory of change and results framework for the program on the implementation of the Djibouti Declaration
  • Reviewing and providing inputs to improve quality, responsiveness, and alignment of the proposed interventions with the Djibouti Declaration
  • Reviewing, prioritizing, and recommending regional and national level activities and
  • Identifying challenges, opportunities, synergies, complementarities, assumptions, risks, and mitigation strategies for successful implementation of PIDD1.
During the workshop, the Member State delegates discussed and developed the visions/changes that they would like to see after the five years of implementation of PIDD1 in their respective Member States. The delegates thoroughly reviewed all the four pillars of the PIDD1 and made recommendations for regional interventions while prioritizing and specifying national level interventions. These included:
Pillar 1: Labour and Employment Governance
Pillar 2: Protection of Rights of Migrant Workers
Pillar 3: Promotion of Social dialogue
Pillar 4: Social Protection for all

The delegates assessed the quality, responsiveness, and alignment of the proposed interventions with the Djibouti Declaration. They were able to review, prioritize and make recommendations for improving the regional level interventions. In addition, the delegates reviewed and prioritized proposed national activities. At the end of the workshop, the reviewed PIDD1 document presented to the delegates, and it was unanimously adopted. The IGAD Member States committed to ensure safe, orderly, and regular labour migration within the region.

After the adoption of the PIDD1 document, the IGAD secretariat in collaboration with ILO will convene the second Ministerial Conference in November 2022 and is scheduled to be held in Addis Ababa, Ethiopia and this conference will be preceded by a three-day IGAD Member States’ experts meeting.
