Training of trainers for Indonesian labour inspectors (Bandung, Indonesia 20-24 January 2013)

LAB/ADMIN and ILO-Jakarta organized a training of labour inspector trainers (TOT) at the request of the Indonesian Ministry of Manpower and transmigration (MOMT) and in the context of the Norwegian-funded project on “Good Governance through Labour Administration and Labour Inspection”.

This TOT came as the MOMT was recruiting approximately 300 new labour inspectors to be trained over the course of a four month program starting in February 2013. The ILO activity was also part of a larger two week training course, coordinated by the Training Centre of the MOMT, to prepare senior labour inspectors to deliver this training for new inspectors.

In preparation for the new batch of recruits, the MOMT redesigned its labour inspector curriculum drawing in part on the materials prepared by the ITC-ILO. It also decided to refocus its curriculum to improve the soft skills of new labour inspectors, signalling that this emphasis on soft-skills would represent 50 per cent of the new instruction for recruits. The TOT was also an opportunity for the MOMT to validate its new training materials and produce a set of presentations to be used over the four month period of initial training.

For the purposes of the TOT, a new ILO training handbook was developed entitled “How to conduct a training action”. The purpose of this material was to provide an overview on how to design, implement and evaluate training activities and was intended to serve as a guide for labour inspector trainers.

The objectives of the training activity were as follows:

• To improve the understanding and ability of participants to design, implement and evaluate training activities;

• To promote training activities as a labour inspection tool for improving labour law compliance;

• To produce a set of practical training plans/proposals for a range of audiences that can be implemented in the short term in Indonesia by labour inspectors; and

• To improve the knowledge of participants on labour inspection soft skills and methods for introducing them into their own training activities for new inspectors.
