Decision on the seventh item on the agenda: Complaint concerning non-observance by Guatemala of the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), made by delegates to the 101st Session (2012) of the International Labour Conference under article 26 of the ILO Constitution

The Governing Body, on the recommendation of its Officers:

(a) deferred the decision on the appointment of a commission of inquiry to its 320th Session (March 2014), taking into account the roadmap submitted by the Government of Guatemala in consultation with the social partners of the country;

(b) placed this item on the agenda of its 320th Session (March 2014);

(c) requested the Office to provide the Officers of the Governing Body, at its 320th Session (March 2014), with an update on the progress made in the light of paragraphs 6 and 8 of document GB.319/INS/7, and to include the information provided by the Government and the employers’ and workers’ organizations of Guatemala; and

(d) invited the international community to facilitate the necessary resources to enable the ILO office in Guatemala to support the tripartite constituents in implementing the Memorandum of Understanding and the roadmap.
