It also explores the extent to which meta-analysis reports present results in a format that informs decision-making in the ILO review and, therefore, continues to be valid.

It announces newly completed studies, such as a meta-analysis on measuring the ILO's developmental effectiveness and announces numerous planned studies, such as a synthesis review on ILO's work on labour protection and a guidance note on environmental sustainability - to name a few.     This Think Piece analyses the results of 55 independent development cooperation project evaluations submitted in 2021, a sample of ten internal evaluations completed in 2020 and 2021 and the six high-level evaluations completed in 2020 and 2021. It presents a summary of the findings and conclusions.

    The 36th edition of i-eval Flash news highlights new developments since our last newsletter this past April. It starts off with some reflections by the Director of ILO's Evaluation Office on results-based management. As has been the practice, the newsletter provides an update on completed and planned studies, such as a synthesis review of the ILO's employment interventions, and an ex-post quality review of impact evaluations - to name a few. It also customarily highlights regional and departmental evaluation perspectives: the International Labour Standards Department (NORMES) reflects on what evaluations tell us about how ILO's development cooperation can help fill normative gaps. Africa shares valuable insights on building capacity and learning from evaluation activities in the Africa region with particular focus on the ONEILO in Ethiopia cluster evaluation.   3. The ILO contribution to SDG 8 in the time of COVID-19

    This Think Piece analyses the results of a synthesis review on the ILO’s work on SDG 8 against the backdrop of the COVID-19 pandemic. It critically compares the results of projects that were highly aligned to SDG 8 against those that were less aligned and enquires why that was the case. The Think Piece concludes by offering recommendations on how to best enhance ILO’s projects for alignment with the 2030 Agenda.

It launches EVAL's Protocol on collecting evaluative evidence on the ILO's COVID-19 response; it presents two Think Pieces on the drivers of decent work results and ILO effectiveness and reflections of quality assessments of decentralized evaluations; and launches the 4th edition of the ILO Policy guidelines for results-based evaluation.     This Think Piece offers a reflection on the quality of the International Labour Organization’s (ILO) decentralized evaluations appraised by Universalia in 2019 in the context of the Quality Appraisal (QA) exercises commissioned by ILO in previous years.   3. Drivers of decent work results and ILO effectiveness: A meta-analysis of ILO RBSA interventions 2013-2017

    The ILO Evaluation Office (EVAL) initiated an independent review of the effectiveness of Regular Budget Supplementary Account (RBSA)-supported interventions in attaining Decent Work (DW) Results, based on evaluation reports from 2013-2017. The review took a meta-evaluation approach, using EVAL’s existing development effectiveness measurement tool. This Think Piece presents the key findings emerging from the review and focuses on learnings and recommendations to enhance the effectiveness of RBSA-funded interventions. It also highlights areas that need further investigation for a more effective use of the RBSA funding modality.
