In connection with the below communication in respect of the suspected abandonment of subject vessel, please be informed that our investigation reflects that the vessel was not abandoned. The issue here was that owner thought that they can pay crew salaries in a period longer than a month, something that we already explained to them that it is against the MLC, 2006 requirements.
With the above being explained, please find attached the following:
1. Current Crew List reflecting the name of all crew members onboard subject vessel.
2. Bank confirmation showing the payment of all outstanding up to November 2023.
3. Crew Members letter confirming that all dues were paid and that there are not any further claim against the ship.
With that being said along with the confirmation from the owner that all salaries will be paid on monthly basis, please be informed that our Administration would like to request you to consider this case as "Resolved". Please confirm.

China Maritime Safety Administration has promptly organized personnel to conduct a thorough investigation into the situation of the vessel in question. Below are the findings:
1. Vessel Information:
- Vessel Name: RICH ANNA
- Vessel Type: General Cargo Ship
- Flag State: Belize
- IMO Number: 9366847
- Vessel Owner: Tianan International Shipping Co. Ltd
2. Crew Situation on Board:
Currently, there are a total of 12 crew members on board the vessel, including 8 Chinese seafarers
and 4 Indonesian seafarers.
3. Crew Situation Verification:
China Maritime Safety Administration has investigated the circumstances surrounding the crew's abandonment concerns through onboard inspections, crew interviews, and inquiries with the company. It has been confirmed that the crew members from China are receiving regular wage payments, and there have been no instances of the shipowner failing to fulfill obligations related to repatriation expenses, wage arrears, or other contractual rights, including the provision of essential needs such as medical care. Thus, the criteria for crew abandonment are not met.
Based on the above findings, it is not recommended to include the RICH ANNA vessel in the joint database for abandoned seafarers.
