Please be informed that according to the owner of the vessel the vessel has not been abundant. According to the local agent the vessel is being provided food, water and fuel for the generator and mobile SIMS are provided for the crew as well. All crew members are provided medical care. The same was confirmed by the Harbour master. Local agent have informed the administration that on 07th September out of 6 crew members 03 new crews were signed on. According to the crew list updated by the agent on 07th September 2023 all crew members are Sri Lank's. 1 Master, 1 Chief Engineer, 1 Chief Officer, 1 A/B, 1 Bosun and 1 oiler. Kindly see the attached crew list.
Please note that the vessel is held up in the Maldives due to a court case in dispute of vessel ownership.

Dear Flag Administration,

We are writing to bring to your attention a critical matter concerning the vessel currently registered under the flag of St. Kitts & Nevis, named Rahima and which you would have already seen my previous emails. It has recently come to light that this vessel, formerly known as Puravalan I, has a troubling history of abandonment issues and unresolved breaches of the Maritime Labour Convention (MLC).

Previously registered under the flag of Palau, the vessel experienced an abandonment incident back in 2023 that was duly logged with the ILO and the IMO. Additionally, it was listed in the ITF Seafarers' Breach of Rights Index, indicating serious concerns regarding its compliance with international maritime regulations and serious breaches of MLC.

Following these breaches, the Palau Flag Administration rightfully cancelled the vessel's registration, prompting the owner to change its name and registration. It is important to note that the current flag administration took on the vessel while it was listed abandoned and register it under the St. Kitts & Nevis flag.

Unfortunately, despite the change in registration, the vessel Rahima finds itself in a distressing situation once again, with reports indicating that its new Indian crew members haven’t been paid since they joined three months ago, and two of the old crew from Sri Lanka that remained onboard haven’t been paid for over 7 months and the vessel is facing abandonment. This is an untenable situation that requires immediate attention and resolution.

Now that this information has been brought up to your attention, we urge you to take urgent action to address the abandonment situation and ensure that the rights of the affected seafarers are protected since you took a vessel that was already abandoned under their previous name.
