The vessel was detained by PSC with multiple deficiencies
Govt. of Guinea-Bissau (20 August 2024) Thank you for informing the Guinea-Bissau International Ships Registry on the issue per the subject line concerning M/V “BELLA NADIA” (IMO 9118252), as per the attached e-mail message dated 8th August 2024. Based on the procedure agreed during the session of the Joint IMO/ILO Ad Hoc Expert Working Group on Liability and Compensation regarding Claims for Death, Personal Injury and Abandonment of Seafarers, which took place at the IMO Headquarters from 19 to 21 September 2005 and your invitation to provide comments by the 20th August 2024, as appropriate, pls kindly note per below:
• M/V BELLA NADIA with IMO No 9118252 is a Bulk Carrier vessel registered with the International Ships Registry of Guinea-Bissau (G-B I.S.R.) since 15st of November 2022. On the 1st of August 2024, a notification was received from the ITF concerning Indian seafarers' complaints related mainly to unpaid wages, and a demand for repatriation, with the vessel located in the Ligurian Sea at the port of Genoa and on the same day G-B I.S.R. was informed by the competent PSC authorities for the vessel’s detention at the port of Savona, Italy. • The Guinea-Bissau International Ships Registry Operations Department has conducted the full scale of foreseen actions upon its formal notification, as per IMO-ILO “Guidelines on how to deal with seafarer abandonment cases“ and relevant MLC provisions pertaining to abandonment, and including the direct coordination and guidance to the shipowning and ship managing company. • A “Port State Control Notification of Release” dated 13th of August 2024 relevant to the M/V “BELLA NADIA” (IMO No. 9118252) has been issued by the Italian Coast Guard, Port State Control District Office Savona providing the vessel’s release on 13/08/2024 at 10.45 after an inspection of the above ship at Savona, Italy earlier the same day. Reference is also made to the “Report of Inspection following the Paris MoU on PSC” dated 13-08-24, by which there is a clear reference to the satisfactory completion of MLC-related issues including payment of wages and repatriation requests, including onboard documented evidence, as confirmed to the competent Port State Control officers by the ITF inspector present (see page 3, Nr. 11 Code 18203 & Nr. 12 Code 18204). • Bearing in mind the above the Guinea-Bissau International Ships Registry administration cordially proposes to indicate the case “resolved” bearing in mind evidence included within the official administrative reports and the de-facto release of the vessel.
