- 95. The complainants alleged that Mr. Tran Quoc Buu, President of the Vietnamese Confederation of Labour and a Workers' substitute member of the Governing Body of the International Labour Office, had been arrested by order of the authorities, that he was due to be tried by an emergency court and that his life was in danger.

In its reply the Government states that the individual concerned was tried by a military court in the Third Tactical Region not for reasons of a trade union character but on a charge of " complicity with the officers who carried out the unsuccessful coup d'état of 13 September 1964 in an attempt to overthrow the lawful Government of the Republic ". The Government adds that the court's verdict was given on 23 October 1964 and that all the accused-13 soldiers and seven civilians, including Mr. Tran Quoc Buu-were acquitted.
