Relations between first-level trade unions and higher-level organizations

1. As a rule, the autonomy of trade unions and higher-level organizations, including as regards their various relationships, should be respected by public authorities. Legal provisions impinging on this autonomy should therefore remain an exception and, where deemed necessary by reason of unusual circumstances, should be accompanied by all possible guarantees against undue interference.

The subjection of grass-roots organizations to the control of trade union organizations at a higher level, the approval of their establishment by the latter, and the establishment by the National Congress of Trade Union Members of the constitutions of trade unions constitute major constraints on the right of the unions to establish their own constitutions, organize their activities and formulate their programmes.
