- 93. The complaint by the International Federation of Christian Trade Unions (I.F.C.T.U.) was submitted in two telegrams dated 11 October 1964. It was communicated to the Government for its observations in a letter dated 12 October 1964. In addition, owing to the seriousness of the alleged facts, the Director-General cabled the text of the I.F.C.T.U's complaint to the Prime Minister of the Republic of Viet-Nam on 13 October 1964 and asked him to be good enough to supply the Office with all relevant information. The Government replied by a communication dated 26 October 1964.

The complainants alleged that Mr. Tran Quoc Buu, President of the Vietnamese Confederation of Labour and a Workers' substitute member of the Governing Body of the International Labour Office, had been arrested by order of the authorities, that he was due to be tried by an emergency court and that his life was in danger.
- 96. In its reply the Government states that the individual concerned was tried by a military court in the Third Tactical Region not for reasons of a trade union character but on a charge of " complicity with the officers who carried out the unsuccessful coup d'état of 13 September 1964 in an attempt to overthrow the lawful Government of the Republic ". The Government adds that the court's verdict was given on 23 October 1964 and that all the accused-13 soldiers and seven civilians, including Mr. Tran Quoc Buu-were acquitted.

- 97. Accordingly, noting the fact that the court gave its verdict shortly after the arrest of Mr. Tran Quoc Buu and ordered his acquittal, the Committee recommends the Governing Body to decide that no useful purpose would be served by further continuing its examination of the case.
