Direct Request (CEACR) - adopted 2023, published 112nd ILC session (2024)

Article 1 of the Convention. Policies and programmes. The Government indicates that the National Employment Strategy (NES) (currently being drawn up with the ILO) includes two pillars on human resources, namely: (i) the promotion of a quality education system, as a driver of upward mobility; and (ii) the promotion of a working environment conducive to continuous training. With regard to the education system, the Government indicates that emphasis is being placed on vocational guidance and school dropout. Concerning the world of work, the Government indicates that the aim is the incorporation of continuous training into employees’ careers. In this regard, the Government indicates that the National Centre for Continuous Training and Career Development, which is responsible for the implementation of continuous training programmes, provides support to enterprises. Lastly, the Government indicates that the reports and data requested by the Committee concerning education and continuous training programmes, will be sent as soon as the relevant departments have provided them. The Committee refers to its comments on the Employment Policy Convention, 1964 (No. 122) and requests the Government to provide information on the content of the new National Employment Strategy (NES), specifying the provisions that place special emphasis on human resources and indicating the manner in which it envisages establishing a close relationship with, on the one hand, vocational training and guidance and, on the other hand, the labour market. The Committee also reiterates its request for information on the results achieved by the vocational training and guidance programmes in terms of the placement of beneficiaries in the labour market. In this regard, the Committee requests the Government to transmit statistical data, if possible disaggregated by sex, age and sector.
Article 5. Collaboration with the social partners. The Government indicates that a new model of relations among those involved in vocational training at the different levels (national, sectoral and regional) is being developed. The Government also indicates that the NES and associated programmes are developed, examined and reviewed in consultation with the social partners. The Government reports that the NES is being developed in an ad hoc framework, comprising three levels and bodies: (i) policy level with the tripartite policy committee (COPOL) presided by the head of Government; (ii) decision-making level with the steering committee (COPIL) bringing together the social partners and Government ministers; and (iii) technical level with the technical committee (COTEC), grouping together all the stakeholders, including the social partners. The Committee recalls that consultation with the social partners in both the design and implementation of training policies and programmes is imperative for the full application of the Convention (2010 General Survey concerning employment instruments, page 47). The Committee therefore requests the Government to continue to provide information on the manner in which the social partners are consulted in the development and, in particular, the implementation of vocational training and guidance policies and programmes.

The Committee notes that the Government’s report has not been received. It hopes that the next report will contain full information on the matters raised in its previous comments.

The Government indicates that the reforms undertaken in the field of vocational training envisage entrusting training centres with autonomy so as to enable them to be responsive to the requirements in their field. It adds that the new model envisages the integration of the function of “following up the integration of graduates” in the missions of the centres so that they can gauge the extent to which enterprise skill needs are being met and, accordingly, the employability of graduates. The Committee also notes the establishment of the national classification of skills (CNQ) by Decree No. 2009–2139 of 8 July 2009 with a view to strengthening the links between human resources development institutions and the needs of economic sectors and improving the readability of degrees by enterprises, individuals, and education training and teaching establishments. The Committee invites the Government to indicate the manner in which effective coordination has been ensured between the objectives of employment policy and vocational guidance and training policies and programmes, and to provide information on the impact of the measures taken with a view to ensuring the follow-up of the integration of graduates (Article 1(2) to (4) of the Convention). The Committee requests the Government to provide extracts of reports, studies and inquiries, and statistical data, on policies and programmes intended to promote access to education and lifelong training.
Article 5. Collaboration with the social partners. The Government indicates that the State is increasingly promoting the effective and efficient participation of the various actors, namely the region, occupational branches, central structures entrusted with training and vocational training centres. The Committee notes that a framework agreement was signed on 25 November 2012 between the Ministry of Vocational Training and Employment (MFPE) and the Tunisian Federation of Industry, Commerce and Crafts (UTICA). The provisions of the agreement include an undertaking by the two parties to ensure the articulation of vocational training and employment and to develop an operational framework to ensure the governance of the vocational training system. The Committee also notes with interest the conclusion in January 2013 of a social contract between the Tunisian General Labour Union (UGTT), UTICA and the Government, which includes employment and vocational training policies among its five main pillars. The Committee invites the Government to provide information on the manner in which collaboration with employers’ and workers’ organizations is ensured in the formulation and application of vocational guidance and training policies and programmes.

Direct Request (CEACR) - adopted 2009, published 99th ILC session (2010)

The Committee notes the information provided by the Government in its report received in September 2008. The Government reports the adoption of Act No. 2008-10 of 11 February 2008 respecting vocational training. This Act provides, among other measures, for the establishment of dual forms of teaching and training in schools and vocational training centres. The Committee invites the Government to provide information on the manner in which the collaboration of employers’ and workers’ organizations is ensured in the formulation and implementation of policies and programmes of vocational guidance and vocational training (Article 5 of the Convention). It also asks the Government to provide information on the results achieved in the field of vocational training through the implementation of Act No. 2008-10.

Observation (CEACR) - adopted 2003, published 92nd ILC session (2004)

With regard to the direct request of 1999, the Committee notes the information provided by the Government in a report received in August 2003. The Government mentions the establishment, in May 2002, of a Higher Council for Human Resources Development. Referring to its observation on the application of the Employment Policy Convention, 1964 (No. 122), the Committee would be grateful if the Government would specify in its next report the results achieved by the various programmes implemented by the new body with respect to human resources development (Article 1 of the Convention). It hopes that the Government will also provide information on any expansion of the system of vocational guidance during the period covered by the next report (Article 3), including any extracts of reports, studies, surveys or statistical data which make it possible to assess the application of the Convention in practice.

With reference to its direct request of December 1997, the Committee notes the information supplied by the Government in its report received in April 1999. It hopes that the Government will provide regular detailed reports containing all relevant information on the measures taken to give effect to the provisions of the Convention. Please address the following questions in particular:

Article 1 of the Convention. Please describe the manner in which the policies and programmes implemented under the action plan to adapt vocational training for the next decade are linked with employment and the public employment services. The Committee would be grateful if the Government would inform it of the results, in terms of human resources development, of the various programmes undertaken by the Higher Council for Vocational Training.

Article 3, paragraphs 2 and 3. Please state whether the information on general aspects of collective agreements and of the rights and obligations of all concerned under labour law is provided within the systems of vocational guidance and continuing information on employment, or in some other manner. Please supply specimens of the documentation made available for vocational guidance.

Part VI of the report form. Please forward extracts of any relevant reports, studies and inquiries or statistical data to allow the Committee to assess the application of the Convention in practice.

It also notes the relevant information given in the Government's latest report on the application of the Employment Policy Convention, 1964 (No. 122).
