Labour Statistics Convention, 1985 (No. 160) - Tajikistan (Ratification: 1993)

Direct Request (CEACR) - adopted 2021, published 110th ILC session (2022)

Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics on the structure and distribution of the economically active population. The Committee notes the information provided by the Government in its report indicating that indicators for the labour force (previously referred to as the “economically active population”), including on employment, unemployment and time-related underemployment, are derived from the Labour Force Surveys (LFS) which are regularly conducted. The Committee notes that Tajikistan carried out its third LFS in 2016, and the data collected has been communicated to the ILO Department of Statistics for dissemination through the ILOSTAT website. The Government provides information regarding the methodology used as well as a detailed analysis of the results of the 2016 LFS. In this respect, the Committee notes with interest the Government’s indication that the primary difference between the 2016 LFS and the prior LFS conducted in 2004 and 2009 is that the 2016 LFS embraces the new approach to labour statistics adopted at the 19th ICLS in October 2013. The Committee requests the Government to continue to provide updated information on the labour statistics compiled and disseminated as well as on the methodology used. Noting that no information is provided in relation to the population census, the Committee draws the attention of the Government to its obligation to communicate statistical data to the ILO, whether in statistical publications or its National Statistics Office website. It also once again reiterates its request that the Government provide the data collected from the most recent population censuses (Article 5) and the methodological information utilized (Article 6). The Government is also once again requested to provide information regarding plans for conducting the next round of the population census.
Article 9. Statistics of average earnings and hours of work. Statistics of wages and normal hours of work. The Government indicates that the Statistics Office collects and publishes monthly data on average earnings and hours actually worked, broken down by branch of the economy and region. The Government also notes that the Statistics Office collects and publishes annual data on average earnings, disaggregated by gender, type of economic activity and region. Annual data on earnings is published in the “Statistical Yearbook of the Republic of Tajikistan” under the section headed “Earnings”, the electronic version of which can be found on the Office’s website. The Committee further notes the information provided by the Government on working hours (based on the normal working week) collected under the LFS. In addition, the Government transmitted data on nominal average monthly earnings by type of economic activity (for 2019) and by sex. The Government also reports that the national Office of Statistics collects and publishes quarterly data on the number of workers by recruitment, wage structure and distribution and on recruitment by territory, as well as data on the hours worked in different branches of the economy. The Committee notes that the Government has provided data on ‘hours worked’ disaggregated by economic activity. The Committee requests the Government to continue to provide statistics of average monthly earnings disaggregated by sex, region and economic activity. It further requests the Government to provide information concerning annual statistics of hours of work, together with the corresponding methodological descriptions, in accordance with Article 5 of the Convention. In respect of Article 9(2), the Committee once again requests the Government to inform the ILO of any developments with regard to the collection of time rates of wages and normal hours covering important occupations or groups of occupations in important branches of economic activity.
Article 10. The Committee notes that the report does not respond to the Committee’s previous request. The Committee therefore reiterates its request that the Government provide information on further developments, if any, in relation to the structure and distribution of earnings.
Article 12. Consumer price index. The Committee notes that consumer price index (CPI) information is published on a monthly basis by the national Office of Statistics and disseminated on its website in the form of text, tables, and charts, in accordance with the United Nations Classification of Individual Consumption According to Purpose (COICOP). Information on the CPI is regularly included in the monthly publication, “Socio-economic Status of the Republic of Tajikistan”, and annual statistical publications, as well as on the official website of the Office of Statistics. The Committee invites the Government to communicate statistical data compiled on the consumer price index to the Office.
Article 13. Statistics of household expenditure. The Committee once again notes that the Government compiles and publishes statistics on household income and expenditure in the quarterly household budget survey. In this respect, the Government indicates that a nationwide survey of 3,000 household budgets is under way. It adds that the new modules of the survey relating to the labour market and employment have been developed in accordance with the recommendations of the 19th International Conference of Labour Statisticians and its adopted Resolution concerning statistics of work, employment and labour underutilization. The Committee further notes that the statistics derived from the quarterly Household Budgets Survey are set out in the quarterly publication “Food Security and Poverty” and the annual publication “Main Indicators of the Household Budgets Survey”, as well as on the national Office of Statistics website. The Committee invites the Government to continue to provide information on household income and expenditure statistics.
Articles 14 and 15. Statistics of occupational injuries. Industrial disputes. The Government reports that it compiles and publishes statistics of occupational injuries annually. Statistics on occupational injuries are included in the annual publication of the national Office of Statistics and can be accessed on its website. The Committee notes the Government’s indication that it does not, however, gather or process on industrial disputes. The Committee reiterates its request that the Government communicate information to the ILO of any developments concerning the extent to which effect may be given to these Articles in the future, in order to compile and provide statistics and relevant methodological information, in accordance with Article 16(4).
Article 16(4). Provision of information on obligations under Articles not accepted at the time of ratification. The Committee notes that the Government regularly communicates to the ILO Department of Statistics information concerning the topics covered by Articles 1114 of the Convention, despite its not having accepted these provisions (Article 16(4)).  The Committee therefore invites the Government to consider the possibility of accepting the obligations under Articles 11–14, in accordance with Article 16(3), and requests the Government to provide information to the Office regarding any developments in this respect. In addition, the Committee invites the Government to continue to provide updated information and statistics referred to under Articles 11–14 of the Convention.

The Committee notes that the Government’s report has not been received. It hopes that the next report will contain full information on the matters raised in its previous comments.

Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics on the structure and distribution of the economically active population. The Committee notes the information provided by the Government in its report indicating that indicators for the economically active population, including employment, unemployment and underemployment, are regularly collected and published. Labour Force Surveys (LFS) were conducted in Tajikistan in 2004 and 2009, and in 2009, methodological issues around the determination of overall employment and employment in the informal economy were clarified and the main LFS questionnaire was revised. The Government indicates that the methodology used in the LFS was developed pursuant to ILO guidance. The Committee notes that statistics from the LFS have been submitted to the ILO Department of Statistics for dissemination through its website (ILOSTAT). According to the information available to the ILO Department of Statistics, the most recent LFS was conducted in 2016 and results are expected to be released in the coming months. The structure and distribution of the economically active population is based on the results of the 2004 and 2009 LFS and the most recent population censuses conducted in 2000 and 2010. The Committee requests the Government to provide the results and methodology of the 2016 LFS. It reiterates its request that the Government provide the data collected from the 2000 and 2010 population censuses (Article 5) and the methodological information regarding the censuses (Article 6). The Government is also requested to provide information regarding plans for conducting the next round of the population census. Please also include information on any developments in relation to the implementation of the resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).

The Government indicates that statistics on average earnings and working hours (actual working time) are collected on a monthly basis by the national statistics authorities, compiled and published. The data cover the entire country and are classified by economic activity and region. Annual statistics on average hours of work and earnings have, however, never been transmitted to the ILO Department of Statistics. The Committee requests the Government to continue to provide statistics of average monthly earnings and hours of work, disaggregated by economic activity, region and sex. The Committee further requests the Government to provide annual statistics of hours of work and earnings together with the corresponding methodological descriptions, in accordance with Article 5. In respect of Article 9(2), the Committee requests the Government to inform the ILO of any developments with regard to the collection of time rates of wages and normal hours covering important occupations or groups of occupations in important branches of economic activity.
Article 10. The Committee notes the information provided by the Government in its previous report indicating that data on the structure of earnings and hours of work have been collected on a quarterly basis from large and medium-sized enterprises in all branches of economic activity since 1993. Quarterly data on the distribution of employees according to levels of earnings and hours of work are also collected. The Committee invites the Government to provide information on further developments, if any, in relation to the structure and distribution of earnings.
Article 13. Statistics of household expenditure. The Committee notes that the Government publishes statistics on household income and expenditure in the quarterly household budget survey, despite the non-acceptance of Article 13. The Committee once again encourages the Government to provide information, including data and methodological information, regarding household income and expenditure statistics, pursuant to the guidance contained in Paragraph 5(1) and (2) of the Labour Statistics Recommendation, 1985 (No. 170).
Articles 14 and 15. Statistics of occupational injuries. Industrial disputes. The Government indicates that statistics of occupational injuries are collected and published annually. It does not, however, gather or process information on industrial disputes. The Committee reiterates its request that the Government communicate information to the ILO of any developments concerning the extent to which effect may be given to these Articles in future, in order to compile and provide statistics and relevant methodological information, in accordance with Article 16(4).

In relation to Article 11 of the Convention, the Government indicates that statistical data on labour costs are collected and published annually. Information available to the ILO Department of Statistics indicates that statistics on average monthly labour cost by division of manufacturing for 1999, 2001 and 2006 were supplied to the ILO for publication in the Yearbook of Labour Statistics. In respect of Article 12, the Committee notes that, since 2000, the consumer price index (CPI) continues to be computed monthly. The Committee invites the Government to consider the possibility of accepting Articles 11 and 12 and requests the Government to provide information to the Office regarding any developments in this respect. It further requests the Government to provide information on the CPI, as contemplated by Articles 5, 6 and 16(4) of the Convention.

Direct Request (CEACR) - adopted 2010, published 100th ILC session (2011)

The Committee notes the very succinct Government’s report which makes it quite difficult to evaluate to what extent the ratified Articles are applied. Also referring to the information available to the ILO from other sources, the Committee draws the Government’s attention to the following points.

Article 7 of the Convention. The Committee notes that a Labour Force Survey (LFS) has been carried out. However, while according to the Statistical Agency under the President of Tajikistan, the employment data received at the ILO were collected from the Labour Force Survey, no statistics were provided on unemployment and the economically active population derived from the same source. As for unemployment statistics sent to the ILO, they were collected from administrative sources.

It is indicated in the Government’s report that the standards and guiding principles established by the ILO have been taken into account in the collection of statistics on the economically active population. However, the methodological information on the Labour Force Survey has not been supplied to the ILO to evaluate to what extent the concepts and definitions used are in line with the ILO recommendations (Article 2).

The Committee notes that no data on the economically active population has been sent since the latest employment data provided for 2006, and that those on unemployment refer to 2007 (Article 5).

The Committee also notes that no information requested under Article 6 has been provided on the application of Article 7.

The Committee notes with regret that the data provided to the ILO are incomplete and inconsistent in terms of the statistical sources used and requests the Government to provide the ILO with the LFS methodology. The Government is also requested to send data on the economically active population, employment and unemployment on a regular basis.

Article 8. It is indicated in the report that the population census in Tajikistan is conducted not less than every ten years and that the last population census was conducted in 2000. According to the Government, the next population census will be held on September 2010. The Committee requests the Government to supply the 2000 and 2010 data collected from the corresponding population censuses as soon as possible (Article 5) and the methodological information regarding the population census 2010 (Article 6).

Article 9. The Committee notes that there is no mention of statistics covered by this Article. It notes, however, from Tajikistan’s website www.stat.tj/english/database.htm that current statistics of average monthly earnings are compiled and processed each month. No annual averages appear in the table shown under this link. Statistics of average hours of work have ever been transmitted to the ILO. The most recent statistics of time rates of earnings and hours actually worked by occupation and industry refer to 1993: those of wage rates and normal hours of work refer to 1996. Previously, the Government had indicated that an occupational wage survey would be conducted as from 1998 but no statistics have been communicated to the ILO since. Once again the Committee asks the Government to indicate which steps, if any, are envisaged to extend the compilation of statistics of average earnings and hours of work to the distinction by sex, according to the guidelines contained in Paragraph 3(2) of the Labour Statistics Recommendation, 1985 (No. 170); to communicate the published statistics to the ILO as soon as practicable (in accordance with Article 5), and to keep it informed of the developments of the future occupational wage survey which forms part of the statistical programme which has been being set up.

Article 10. According to the previous Government’s report, statistics on the structure of wages were available and statistics on the distribution of employees according to levels of earnings were to be introduced in 1998. However, the Committee notes that no information has been provided on these. Accordingly, the Committee once again requests the Government to provide information on any progress made with regard to the compilation of statistics on the distribution of employees according to levels of earnings and hours of work in the whole economy, according to the guidelines contained in Paragraphs 5(1) and (2) of ILO Recommendation No. 170 (in accordance with Article 2).

Provision of information on obligations under Articles not accepted at the time of ratification (Article 16(4)). Article 11.The Committee refers to the indication by the Government in its previous report that a labour cost survey was to be carried out in 1998, and requests once again the Government to provide information on any progress made with regard to the design of the labour cost survey, including the concepts, definitions, classifications and survey method, in accordance with Article 16(4).

Article 12. The Committee notes from the website of the Statistical Agency of the Republic of Tajikistan, www.stat.tj, that since 2000, the consumer price index (CPI) is computed monthly on base of a previous month=100. The latest CPI data available at the ILO for Tajikistan relate to November 2002 and are disseminated at http://laborsta.ilo.org. The Government may wish to consider the possibility of accepting this Article and keep the ILO informed of any development in this regard

Article 13. According to the information available on the website of the Statistical Agency of the Republic of Tajikistan, www.stat.tj/stat.tj/
english/home.htm, a household budget survey is conducted and results published with quarterly periodicity in the statistical publication “Household Survey Main Tables”. However, this publication is not available to the ILO. The Committee encourages the Government to provide relevant information (both methodological information and results) on household income and expenditure statistics according to the guidelines contained in Paragraphs 5(1) and (2) of Recommendation No. 170.

Articles 14 and 15.The Committee asks the Government to keep the ILO informed in due course of any developments concerning the extent to which effect may be given to these Articles in future, in order to compile and provide statistics and relevant methodological information, in accordance with Article 16(4).

The Committee once again notes with regret that a Government report has still not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the matters raised in its previous direct request, which read as follows:

1. Legislation. As no mention is made in the report of the laws and regulations which apply the provisions of the Convention, the Committee requests the Government to provide a list of these.

2. Article 3 of the Convention. As no indication is given in the report as to whether representative organizations of employers and workers are consulted when the concepts, definitions and methodology used are designed and revised, the Committee requests the Government to provide this information with regard to statistics covered by Articles 7, 8, 9 and 10.

3. Article 7. The Committee asks the Government to indicate whether it intends, in accordance with Article 2, to apply the ILO standards and guidelines when conducting the economically active population survey, and in particular: (i) the resolution on economically active population, employment, unemployment and underemployment (13th International Conference of Labour Statisticians, 1982); (ii) ISCO-88 (International Standard Classification of Occupations); and (iii) ICSE-93 (International Classification of Status in Employment).

4. The Committee draws the attention of the Government to the obligation to communicate published data concerning the economically active population, employment and unemployment to the ILO, either directly or by means of statistical publications in accordance with Article 5, and to communicate methodological information on all sources (surveys and/or administrative registers) in accordance with Article 6.

9. Article 16. With regard to Article 11, the Committee notes from the report that a labour cost survey will be conducted in 1998, covering manufacturing. It requests the Government to provide information on any development with regard to the design of the labour cost survey, including the concepts, definitions, classifications and survey methods. The Committee requests the Government to supply, in accordance with Article 16, paragraph 4, of the Convention, any information available on the position of its law and practice with respect to statistics covered by the other articles of Part II that have not been accepted, that is: the Consumer Price Index in Tajikistan (Article 12); household expenditure statistics or proposals for it (Article 13); statistics of occupational injuries and occupational diseases (Article 14); statistics of strikes and lockouts (Article 15).

10. Part III of the report form. As no indication is given in the report concerning the statistical authority(ies) responsible for the different statistics covered by the Convention, the Committee requests the Government to supply this information.

The Committee notes with regret that the Government’s report has not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the matters raised in its previous direct request, which read as follows:
