The Committee notes the Government’s report and the information it contains in response to its previous request. It asks the Government in its next report to provide additional information on the following points.
1. Time rates of wages and normal hours of work. Article 9, paragraph 2, of the Convention. The Committee notes that the compilation of statistics of time wage rates and normal hours of work is still at the planning stage. It asks the Government to indicate any measures taken in this regard.
2. Household income and expenditure. Article 13. The Committee asks the Government to indicate whether it envisages carrying out the survey of household income and expenditure at more frequent intervals. It draws the Government’s attention to the resolution concerning household income and revenue statistics adopted in 2003 by the Seventeenth International Conference of Labour Statisticians, which proposes that such a survey should be undertaken at intervals not exceeding five years.
3. Unaccepted obligations. Article 16. The Committee invites the Government to continue to provide information on the possibility of its accepting the obligations of Articles 7 and 11 of the Convention.
The Committee notes the Government’s report and, in particular, the Statistics Bill which will make the employers’ cooperation in the Earnings Survey compulsory. The Committee also notes the comments of the Trades Council on the Earnings Survey attached to the Government’s report, which includes criticism as to the accuracy and reliability of the survey results. It asks the Government to keep it informed of developments concerning the promulgation of the Statistics Bill, and encourages it to make efforts (i) to improve the response rate of the annual survey in the private sector and (ii) to compile, periodically, in-depth and more extensive surveys, which would provide more detailed data on earnings and hours of work.
The Committee asks the Government to provide further information on the following points.
Article 8 of the Convention. The Committee notes the Government’s indication that the experimental questions included in the 1996 Census, in an attempt to implement the ILO definition of unemployment, met with mixed results and that difficulties were encountered. At this point, the Committee recalls that the Government indicated in the previous report that "any comments from the ILO would be welcomed". It asks the Government to address this question directly to the ILO Bureau of Statistics, and to ask the Bureau to provide to the Government any necessary assistance on this point.
Article 9, paragraph 2. The Committee notes the Government’s indication in its report that the possibility of compiling statistics for time rates of wages and normal hours of work remains under consideration. It asks the Government to keep the ILO informed of any future developments in this respect.
Article 13. The Committee notes that analysis and publication of the 1995-96 Family Expenditure Survey has been delayed. It asks the Government to forward to the ILO the publication of both the results and the full methodological description of the 1995-96 survey as soon as they become available.
Article 16. The Committee notes the Government’s indication that if the Government were to accept the obligations of Article 11, this would require an extension of the Statistics Bill to cover data collection on labour cost and, at present, this appears to be highly unlikely. The Committee asks the Government to keep the Office informed of any future developments in this area.
The Committee notes the Government's report and, in particular, the information concerning Articles 3, 8, 14 and 15 of the Convention and the attached statistical information.
Article 5 of the Convention. The Committee requests the Government to continue to supply the published statistics to the ILO as soon as practicable in accordance with this Article.
Article 9(2). The Committee notes that the Government does not consider it appropriate to undertake a survey on time-rates of wages and normal hours of work. It asks the Government to supply information on any development in this regard.
Article 13. The Committee requests the Government to transmit to the ILO, in accordance with Articles 5 and 6 of the Convention, the publication of both the results and the full methodological description of the 1995-96 survey of household income and expenditure.
Article 16(4). The Committee notes with interest that the Government has been verbally requested by the Trades Council at the Manx National Economic Development Council to compile statistics of labour cost and that this request is under consideration. It asks the Government to continue to provide information on the statistics covered by Articles 7 and 11.
The Committee notes the Government's first report.
Article 3 of the Convention. The Committee draws the Government's attention to the need for consulting the representative organizations of employers and workers with regard to the statistics covered by the Convention so as to take into account their needs and to ensure their cooperation, and asks it to supply information on such consultations.
Article 5. The Committee requests the Government to supply the published statistics to the ILO as soon as practicable in accordance with this Article, for instance: "Isle of Man Census Report 1991 Volume 1 (1991) and Volume (2)" (Article 8); monthly Retail Price Indices (All items and food group) (Article 12); and "Isle of Man Family Expenditure Survey 1988/89" (1991) and any similar subsequent reports.
Article 8. The Committee hopes that the Government will include the "availability criterion" in the definition of unemployment in the questionnaire for the next census in order to fulfil fully the requirements of this Article, even if it retains, for historical comparisons, the one based on two criteria only.
Article 9(2). The Committee notes that the Government has not considered it appropriate to undertake a survey on time-rates of wages and normal hours of work but that this will be considered in the future. It asks the Government to supply information on any development in this regard.
Article 14. The Committee asks the Government to indicate whether data relating to workdays lost from occupational injuries are available and any measures taken to compile such data. If a standard form exists for the purpose of obligatory reporting of occupational injuries and diseases, please send a copy.
Article 15. The Committee asks the Government to supply more substantial methodological information, particularly with regard to reporting and data collection procedures as to industrial disputes.
Article 16(4). The Committee requests the Government to continue to provide information on the statistics covered by Articles 7 and 11, which were excluded from the acceptance of obligations, including any statistics compiled and the methodological descriptions.
