Observation on submission to competent authorities (CEACR) - adopted 2022, published 111st ILC session (2023)

Failure to submit. The Committee notes with concern that the Government has once again failed to reply to its previous comments. The Committee therefore refers yet again to the comments it has been formulating since 1994, and recalls that, under article 19 of the ILO Constitution, every Member undertakes to bring the instruments adopted by the International Labour Conference before the authority or authorities within whose competence the matter lies for the enactment of legislation or other action. It recalls once more that the constitutional obligation of submission is of the highest importance and is a fundamental element of the standards system of the ILO. The Committee once again firmly urges the Government to provide information on the submission to the competent national authority of the 43 instruments adopted by the Conference at 22 sessions held from 1992 to 2019. The Committee reminds the Government of the availability of ILO technical assistance to assist it in overcoming this serious delay.
