Serious failure to submit. The Committee notes with deep concern that the Government has once again provided no reply to its previous comments. It once again recalls that the constitutional obligation of submission is of the highest importance and is a fundamental element of the standards system of the ILO. The Committee firmly expects that the Government will comply with its obligation to submit Conventions, Recommendations and Protocols to the competent authority. The Committee therefore firmly urges the Government to provide information concerning the submission to Parliament of the 27 instruments adopted at the 82nd, 83rd, 85th, 86th, 88th, 89th, 90th, 92nd, 95th, 96th, 99th, 100th, 101st, 103rd, 104th, 106th and 108th Sessions of the Conference.
