Labour Statistics Convention, 1985 (No. 160) - Tajikistan (Ratification: 1993)

The Committee notes that the Government’s report has not been received. It hopes that the next report will contain full information on the matters raised in its previous comments.

Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics on the structure and distribution of the economically active population. The Committee notes the information provided by the Government in its report indicating that indicators for the economically active population, including employment, unemployment and underemployment, are regularly collected and published. Labour Force Surveys (LFS) were conducted in Tajikistan in 2004 and 2009, and in 2009, methodological issues around the determination of overall employment and employment in the informal economy were clarified and the main LFS questionnaire was revised. The Government indicates that the methodology used in the LFS was developed pursuant to ILO guidance. The Committee notes that statistics from the LFS have been submitted to the ILO Department of Statistics for dissemination through its website (ILOSTAT). According to the information available to the ILO Department of Statistics, the most recent LFS was conducted in 2016 and results are expected to be released in the coming months. The structure and distribution of the economically active population is based on the results of the 2004 and 2009 LFS and the most recent population censuses conducted in 2000 and 2010. The Committee requests the Government to provide the results and methodology of the 2016 LFS. It reiterates its request that the Government provide the data collected from the 2000 and 2010 population censuses (Article 5) and the methodological information regarding the censuses (Article 6). The Government is also requested to provide information regarding plans for conducting the next round of the population census. Please also include information on any developments in relation to the implementation of the resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).

Article 9. Statistics of average earnings and hours of work. Statistics of wages and normal hours of work. The Government indicates that statistics on average earnings and working hours (actual working time) are collected on a monthly basis by the national statistics authorities, compiled and published. The data cover the entire country and are classified by economic activity and region. Annual statistics on average hours of work and earnings have, however, never been transmitted to the ILO Department of Statistics. The Committee requests the Government to continue to provide statistics of average monthly earnings and hours of work, disaggregated by economic activity, region and sex. The Committee further requests the Government to provide annual statistics of hours of work and earnings together with the corresponding methodological descriptions, in accordance with Article 5. In respect of Article 9(2), the Committee requests the Government to inform the ILO of any developments with regard to the collection of time rates of wages and normal hours covering important occupations or groups of occupations in important branches of economic activity.

Article 10. The Committee notes the information provided by the Government in its previous report indicating that data on the structure of earnings and hours of work have been collected on a quarterly basis from large and medium-sized enterprises in all branches of economic activity since 1993. Quarterly data on the distribution of employees according to levels of earnings and hours of work are also collected. The Committee invites the Government to provide information on further developments, if any, in relation to the structure and distribution of earnings.

Article 13. Statistics of household expenditure. The Committee notes that the Government publishes statistics on household income and expenditure in the quarterly household budget survey, despite the non-acceptance of Article 13. The Committee once again encourages the Government to provide information, including data and methodological information, regarding household income and expenditure statistics, pursuant to the guidance contained in Paragraph 5(1) and (2) of the Labour Statistics Recommendation, 1985 (No. 170).

Articles 14 and 15. Statistics of occupational injuries. Industrial disputes. The Government indicates that statistics of occupational injuries are collected and published annually. It does not, however, gather or process information on industrial disputes. The Committee reiterates its request that the Government communicate information to the ILO of any developments concerning the extent to which effect may be given to these Articles in future, in order to compile and provide statistics and relevant methodological information, in accordance with Article 16(4).

Article 16(4). Provision of information on obligations under Articles not accepted at the time of ratification. In relation to Article 11 of the Convention, the Government indicates that statistical data on labour costs are collected and published annually. Information available to the ILO Department of Statistics indicates that statistics on average monthly labour cost by division of manufacturing for 1999, 2001 and 2006 were supplied to the ILO for publication in the Yearbook of Labour Statistics. In respect of Article 12, the Committee notes that, since 2000, the consumer price index (CPI) continues to be computed monthly. The Committee invites the Government to consider the possibility of accepting Articles 11 and 12 and requests the Government to provide information to the Office regarding any developments in this respect. It further requests the Government to provide information on the CPI, as contemplated by Articles 5, 6 and 16(4) of the Convention.
