Articles 1–3 of the Convention. Contribution of the employment service to employment promotion. The Committee notes that the Government indicates in its report that the Tanzania Employment Services Agency (TaESA) registered a total of 1,533 jobseekers in 2013–14, out of whom 647 were connected with employers within the country, 849 jobseekers were connected with opportunities outside the country and 581 jobseekers were provided with employment counselling. The Committee also notes that the TaESA visited higher learning institutions with a view to training graduates on employability and career choices. The Ministry of Labour and Employment also plans to build capacity of its staff by providing them with requisite skills for employment policy development and implementation. The Committee requests the Government to continue to provide information on the measures adopted by the TaESA to achieve the best possible organization of the employment market as an integral part of the national programme for the achievement and maintenance of full employment and the development and use of productive resources.
Articles 4 and 5. Cooperation of the social partners. The Government indicates that a review of the National Employment Policy, 2008, is envisaged in the financial year 2014–15 and social partners will be fully involved in the exercise. It also mentions that the authorities have been taking various initiatives to improve labour market information, build capacity of government ministries and institutions, and enhance cooperation with the social partners. The Committee requests the Government to provide further information on the activities of the social partners in the organization and operation of the TaESA.
Articles 7 and 8. Employment needs of persons with disabilities and young people. The Committee notes that the Persons with Disabilities Act No. 9/2010 provides for employment protection, accessibility to vocational education and training and promotion of persons with disabilities’ basic rights. It also notes the reference made to the Guidelines on persons with disabilities in the public service, issued by the Public Service Management in the President’s Office, and the actions taken by the Ministry of Labour and Employment, in collaboration with development partners and NGOs, to promote employment for persons with disabilities. The Committee requests the Government to continue to provide information on efforts made to adequately meet the needs of persons with disabilities and young people in the open labour market.
Article 11. Cooperation with private employment agencies. In reply to previous comments, the Government indicates that TaESA has been providing guidance to private employment agencies to perform their services in accordance with the applicable legislation and to ensure that their services contribute to the Government’s efforts in creating employment. The Committee notes that an ILO training course on employment services was held in October 2014 in Morogoro, United Republic of Tanzania. It notes in this regard that the training participants, including the social partners, agreed to examine the possibility of ratifying the Private Employment Agencies Convention, 1997 (No. 181). The Committee requests the Government to provide updated information on the measures adopted to ensure cooperation between the TaESA and private employment agencies. Recalling its previous comments, the Committee requests the Government to include information on any initiative taken to build institutions for the realization of full employment.
Application of the Convention. The Committee notes the Government’s statement indicating that consultations with the Government of Zanzibar will be held in the near future to ensure that the Convention applies to the whole territory of the United Republic of Tanzania. The Committee requests the Government to report on any progress made to apply the Convention to the whole territory of the United Republic of Tanzania.
