The Committee notes the Government’s report which was received at the ILO on 1 October 2010.
Article 1 of the Convention. Compilation, publication and communication of statistics relating to wages and hours of work. In its previous comments, the Committee had emphasized the need for the Employment and Earnings Survey (EES) to include statistics of hours of work (normal hours of work and hours actually worked) as well as statistics on wages and hours of work in Zanzibar and for the EES to be published, disseminated and communicated to the ILO as soon as practicable.
The Government’s report indicates that, due to financial constraints, it has been difficult for the National Bureau of Statistics to conduct the EES on an annual basis and include in this survey statistics relevant to working hours. The Committee also notes that even though the National Bureau of Statistics has taken measures to ensure that the Government of Zanzibar conducts its own survey consistent with the EES, it has been difficult for Zanzibar to do so due to human resource and financial constraints.
The Committee requests the Government to indicate any measures taken or envisaged, including the mobilization of resources through international cooperation, so as to ensure that the Employment and Earnings Survey is carried out on a regular basis, is published, disseminated and communicated to the ILO as soon as practicable, and includes statistics on hours of work in mainland Tanzania as well as statistics on wages and hours of work in Zanzibar.
In this regard, the Committee draws the Government’s attention to Resolution I adopted by the 18th International Conference of Labour Statisticians concerning the measurement of working time.
