Labour Statistics Convention, 1985 (No. 160) - Tajikistan (Ratification: 1993)

The Committee notes that the Government’s report has not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the matters raised in its previous direct request, which read as follows:

The Committee notes that the Government’s report does not contain a reply to its previous comments. It hopes that the next report will contain full information on the following matters raised in its previous direct request:

1. Legislation. As no mention is made in the report of the laws and regulations which apply the provisions of the Convention, the Committee requests the Government to provide a list of these.

2. Article 3 of the Convention. As no indication is given in the report as to whether representative organizations of employers and workers are consulted when the concepts, definitions and methodology used are designed and revised, the Committee requests the Government to provide this information with regard to statistics covered by Articles 7, 8, 9 and 10.

3. Article 7. The Committee asks the Government to indicate whether it intends, in accordance with Article 2, to apply the ILO standards and guidelines when conducting the economically active population survey, and in particular: (i) the resolution on economically active population, employment, unemployment and underemployment (13th International Conference of Labour Statisticians, 1982); (ii) ISCO-88 (International Standard Classification of Occupations); and (iii) ICSE-93 (International Classification of Status in Employment).

4. The Committee draws the attention of the Government to the obligation to communicate published data concerning the economically active population, employment and unemployment to the ILO, either directly or by means of statistical publications in accordance with Article 5, and to communicate methodological information on all sources (surveys and/or administrative registers) in accordance with Article 6.

5. Article 8. As no information has been available at the ILO on the next population census, the Committee requests the Government to indicate if and when it is planned to conduct such a census.

6. Article 9, paragraph 1. The Committee notes that, although it appears that statistics of average monthly earnings and hours actually worked are collected and compiled (respectively monthly and quarterly) by branch of economic activity, which fulfils the basic requirements of Article 9, paragraph 1, no statistics have been communicated to the ILO so far. It asks the Government to indicate which steps, if any, are envisaged to extend the compilation of statistics of average earnings and hours of work to the distinction by sex, according to the guidelines contained in point 3(2) of Recommendation No. 170 (in accordance with Article 2); to communicate the published statistics to the ILO as soon as practicable (in accordance with Article 5); to publish detailed descriptions of the concepts, definitions and methodology used, and to communicate them also to the ILO (in accordance with Article 6).

7. Article 9, paragraph 2. The Committee notes that the most recent statistics of time rates of wages, earnings, normal hours of work and hours actually worked by occupation and industry refer to 1993, and that, according to the report, an occupational wage survey will be conducted as from 1998. The Committee asks the Government to supply information on the developments of the future occupational wage survey, which forms part of the statistical programme which is being set up.

8. Article 10. The Committee notes from the report that statistics on the structure of earnings are available and that statistics on the distribution of employees according to levels of earnings will be introduced in the public sector in 1998. It requests the Government to provide information on any progress made with regard to the compilation of statistics on the distribution of employees according to levels of earnings and hours of work in the whole economy, according to the guidelines contained in points 5(1) and (2) of ILO Recommendation No. 170 (in accordance with Article 2).

9. Article 16. With regard to Article 11, the Committee notes from the report that a labour cost survey will be conducted in 1998, covering manufacturing. It requests the Government to provide information on any development with regard to the design of the labour cost survey, including the concepts, definitions, classifications and survey methods. The Committee requests the Government to supply, in accordance with Article 16, paragraph 4, of the Convention, any information available on the position of its law and practice with respect to statistics covered by the other articles of Part II that have not been accepted, that is: the Consumer Price Index in Tajikistan (Article 12); household expenditure statistics or proposals for it (Article 13); statistics of occupational injuries and occupational diseases (Article 14); statistics of strikes and lockouts (Article 15).

10. Part III of the report form. As no indication is given in the report concerning the statistical authority(ies) responsible for the different statistics covered by the Convention, the Committee requests the Government to supply this information.
