Labour Statistics Convention, 1985 (No. 160) - Bolivia (Plurinational State of) (Ratification: 1990)

The Committee notes with regret that the Government's report has not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the following matters raised in its previous direct request:

The Committee noted the Government's first report, although its Appendices 1 to 5 have not been received.

Article 2 of the Convention. In connection with Article 7, the Committee requests the Government to provide further information on (i) the application of the concepts and definitions of economically active population elaborated by the 13th International Conference of Labour Statisticians in 1982, and (ii) the use of the revised international classifications such as ISCO-88, ISIC Rev.3 and the International Classification by Status in Employment 1993 (ICSE-93). As regards Article 15, the Committee requests the Government to indicate which specific ILO standards or guidelines are followed.

Article 3. The Committee asks the Government to indicate, for each of Articles 7, 8 and 15, the manner in which the representative organizations of employers and workers are consulted when the concepts, definitions and methodology used are designed or revised.

Articles 7 and 8. Noting that most of the statistical publications available in the ILO are out of date, the Committee requests the Government to communicate to the ILO, as soon as possible, the published statistics (in accordance with Article 5) as well as detailed descriptions of the sources, concepts, definitions and methodology used (in accordance with Article 6): including, for instance, the data on employment in manufacturing derived from the establishment survey, which can be provided by means of answering annual Year Book questionnaires; and information published in the Permanent Household Survey ("Encuesta Permanente de Hogares").

Article 15. In accordance with Article 5, the Committee requests the Government to communicate to the ILO, as soon as possible, the published statistics as well as the reference information concerning their regular publication by the responsible authorities. In accordance with Article 6, the Committee also requests the Government to also provide more complete methodological information on statistics of strikes and lockouts, indicating, for example, the types of strikes, lockouts or other action that are documented; how the information is collected, and what information is collected and compiled; which sectors and branches of economic activity are covered; and the way in which the time not worked is measured.

Article 16(3). From the information available in the ILO, the Committee noted that the statistics covered by Article 12 (consumer price index) were compiled in Bolivia in compliance with relevant international standards, although obligations under this Article were not accepted at the time of ratification. The Committee would like to draw the Government's attention to the possibility of accepting the obligations in respect of Article 12 in accordance with Article 16(3).

Article 16(4). The Committee would be grateful to the Government if it would provide information on the position of its law and practice concerning Articles 9 to 14, including any statistics available, as well as particulars of their sources, methodology and publication, for instance, the data and methodological information relating to the household income and expenditure survey which was carried out in 1990-91.
