The Committee notes with interest the Government's first two reports on the application of the Convention. It has also taken note of the provisions of Decree No. 253 of 28 June 1991 with respect to the public employment service, amended by Decree No. 382 of 11 June 1993. To allow a better appreciation of the application of the Convention in practice, the Committee would be grateful if the Government would provide additional information on the following points in its next report.

Article 3, paragraph 2, of the Convention. The Committee notes that, in the Government's opinion, the employment centres are well distributed and sufficient in number to provide satisfactory services throughout the country. Please indicate whether a general examination of the organization of the network of employment offices has been carried out or is being contemplated.

Articles 4 and 5. Please indicate how in practice the conciliation committees ensure collaboration of employers' and workers' organizations in the organization and operation of the employment service, and in the development of employment service policy.

Article 7(a). Please indicate the measures taken or contemplated, to facilitate within the various employment offices specialization by occupations and by industries or, if appropriate, indicate the reasons for which such specialization does not appear to be necessary.

Article 10. Please describe the measures taken to encourage full use of employment service facilities by employers and workers on a voluntary basis.

Parts IV and VI of the report form. The Committee notes the statistical data provided by the Government in its report on the application of Convention No. 122. Please continue to provide the most detailed information available on the nature and volume of activities of the employment offices. Please also provide a general assessment of the effectiveness of the employment service.
