Also repeals and replaces Schedule 1 concerning maximum fines and Schedule 4 concerning turnover threshold applicable to designated employers.

National Strategic Plan on HIV, STIs and TB 2012-2016. - Adoption: 2012-02 | ZAF-2012-M-94058 The National Strategic Plan (NSP) 2012-2016 is the country's third master plan that outlines how the country will respond to the prevention and treatment of HIV and AIDS, TB and STIs over the next five years. It seeks to improve on the achievements of the last Plan (NSP 2007-2011), which massively scaled up our anti-retroviral treatment (ART) programme and sought to decrease the number of new HIV infections.
VISION
The vision of the National Strategic Plan (NSP) 2012 - 2016 is driven by a long-term vision for the country and subscribes to the universal vision of the United Nations¿ Agency for HIV/AIDS (UNAIDS). Driving this vision is the commitment to have a country and world where in future there will be no new HIV, TB and STI infections, no transmission of HIV and other STIs from a parent to an unborn baby, no deaths caused by HIV, TB and STI infections and no discrimination of anyone based on their HIV, TB or STI infection. The NSP¿s vision is also in line with the mandate of the national Health Department, whose aim is to promote a healthy life, increase life expectancy, decrease maternal and child mortality and to combat HIV and AIDS as well as decrease the burden of disease from TB amongst all South Africans and all those who live in South Africa, including migrant populations.
GOALS
In line with UNAIDS's vision, the NSP has the following broad goals:
- To reduce new HIV infections by, at least, half (50%) using a combination of available and new prevention methods.
- To ensure that 80% of all people who need antiretroviral treatment (ART) actually do get it, ensure that 70% of these people do recover and remain alive and on treatment five years after initiation of ART.
- To reduce the number of new TB infections and deaths caused by TB by half (50%).
- To ensure an enabling and accessible legal framework that protects and promotes human rights in order to support the implementation of the NSP.
- Lastly, to reduce self-reported stigma related to HIV and TB by 50%.
OBJECTIVES
The NSP seeks to fulfil four objectives:
- To address the social and structural barriers to HIV, STI and TB prevention, care and impact.
- To prevent new HIV, STI and TB infections.
- To sustain health and wellness.
- To promote and to support the protection of human rights and to help improve access to justice.
MISSION
While progress has been made and and will continue to be improved - in the treatment of AIDS, TB and STIs, the ultimate mission of the NSP in the next three years is to promote PREVENTION to take centre-stage in the country¿s response to HIV, TB and STIs in South Africa.

National Child Labour Action Programme for South Africa. The aim of the Act is to:
(a) afford victims of harassment an effective remedy against such behaviour; and
(b) introduce measures which seek to enable the relevant organs of state to give full effect to the provisions of this Act.
Harassment is defined as:
"directly or indirectly engaging in conduct that the respondent knows or ought to know-
(a) causes harm or inspires the reasonable belief that hann may be caused to the complainant or a related person by unreasonably-
(i) following, watching, pursuing or accosting of the complainant or a related person, or loitering outside of or near the building or place where the complainant or a related person resides, works, carries on business, studies or happens to be;
(ii) engaging in verbal, electronic or any other communication aimed at the complainant or a related person, by any means, whether or not conversation ensues; or
(iii) sending, delivering or causing the delivery of letters, telegrams, packages, facsimiles, electronic mail or other objects to the complainant or a related person or leaving them where they will be found by, given to, or brought to the attention of, the complainant or a related person; or
(b) amounts to sexual harassment of the complainant or a related person."

Immigration Amendment Act, 2011 [Act No. 13 of 2011]. - Adoption: 2011-08-21 | ZAF-2011-L-89624 To amend the Immigration Act, 2002, so as to substitute certain words of the Preamble to the Act; to delete, insert or substitute certain definitions; to revise provisions relating to the Immigration Advisory Board; to revise provisions relating to the making of regulations; to provide for the designation of ports of entry; to revise provisions relating to visas for temporary sojourn in the Republic and for the procedures with regard thereto; to provide for the mandatory transmission and use of information on advance passenger processing; to provide for the transmission of passenger name record information; to revise provisions relating to permanent residence; to revise penal provisions; to correct certain important technical aspects in the text of the Act; and to provide for matters connected therewith.

Civilian Secretariat for Police Service Act, [No. 2 of 2011]. - Adoption: 2011-05-12 | ZAF-2011-L-89620 To provide for the establishment of a Civilian Secretariat for the Police Service in the Republic; to define the objects, functions and powers of the Civilian Secretariat, and for this purpose to align the operations of the Civilian Secretariat in the national and provincial spheres of government and reorganise the Civilian Secretariat into an effective and efficient organ of state; to regulate the
appointment, duties and functions, powers and removal from office of the Secretary for the Police Service and heads of provincial secretariats; to provide for the establishment of a senior management forum and a Ministerial Executive Committee; to provide for co-operation between the Civilian Secretariat and the Independent Police Investigative Directorate; to provide for co-operation between the Civilian Secretariat and the South African Police Service; to provide for intervention into the affairs of provincial secretariats by the Civilian Secretariat; and to provide for matters connected therewith.
Amends the South African Police Service Act, 1995 as well as the Firearms Control Act, 2000 [No. 60 of 2000].

Companies Amendment Act, [No. 3 of 2011]. - Adoption: 2011-04-19 | ZAF-2011-L-89621 To amend the Companies Act, 2008, so as to effect certain legal-technical and grammatical amendments in order to ensure the proper application and administration of the principal Act subsequent to its commencement; to correct certain errors resulting in inconsistency and ambiguity in the principal Act; to establish a proper foundation for certain necessary regulations; to continue the mechanisms established under section 335 of the Companies Act, 1973, which allow for the transfer of registration of foreign companies to the jurisdiction of the Republic; to further provide for companies trading under insolvent circumstances; to extend the grounds for disqualification as a director; to provide for the terms of office of members of the Companies Tribunal; and to provide for matters connected therewith.

Higher Education Laws Amendment Act, 2010 [No. 26 of 2010]. - Adoption: 2010-12-03 | ZAF-2010-L-85622 Amends the following laws:
- the Higher Education Act, 1997, so as to amend certain definitions; to ensure that all higher education programmes offered in South Africa by a foreign juristic person are registered on the National Qualifications Framework; and to ensure that higher education institutions may offer a degree, diploma or certificate only if it is registered on the National Qualifications Framework;
- the Skills Development Act, 1998, so as to amend certain definitions; to provide for the appointment of the chief executive officer of the QCTO and for the transfer to and appointment of staff to the QCTO; and to further regulate the composition of the QCTO;
- the National Student Financial Aid Scheme Act, 1999, so as to amend certain definitions; and
- the National Qualifications Framework Act, 2008, so as to amend a definition and delete another; to amend the application of the Act in order to require that all qualifications offered in the Republic are registered on the National Qualifications Framework; and to remove references in the said Act to the Minister of Labour.

Higher Education and Training Laws Amendment Act, 2010 [No. 25 of 2010]. - Adoption: 2010-12-03 | ZAF-2010-L-85624 Amends the following laws:
- the Adult Basic Education and Training Act, 2000, so as to amend certain definitions; to make provision for the employment of educators at public centres by inserting provisions in the said Act with regard to employers of educators, salaries and other conditions of service of educators, the educator establishment, powers of employers, appointments and the filling of posts, the transfer of educators, the secondment of educators, the retirement of educators, the discharge of educators, incapacity and misconduct and the performance of other work by educators; to provide for transitional arrangements with regard to public centres; to make provision for the determination of national education policy for public centres, for directive principles of national education policy, for consultation on policy and legislation, for the publication of national education policy and for the monitoring and evaluation of adult education and training; and to provide for quality assurance in respect of the qualifications offered by public and private centres; and
- the Further Education and Training Colleges Act, 2006, so as to amend certain definitions; to make provision for the determination of national education policy for colleges, for directive principles of national education policy, for consultation on policy and legislation, for the publication
of national education policy and for the monitoring and evaluation of further education and training; to make provision for the Council of Education Ministers and the Heads of Education Departments Committee and for their administrative functions; to provide for transitional arrangements with regard to colleges; and to provide for quality assurance in respect of the qualifications offered by colleges.
