An Act to amend the Unemployment Insurance Act, 2001, so as to provide for the extension of the unemployment insurance benefits to learners who are undergoing learnership training and civil servants; to adjust the accrual rate of a contributor’s entitlement to unemployment insurance benefits; to finance employment services; to extend a contributor’s entitlement to benefits under certain circumstances; to provide for the process of application for maternity benefits; to repeal some enforcement provisions; to empower the Unemployment Insurance Board to provide in its constitution for the functions of regional appeals committees; to amend Schedule 2 to the Unemployment Insurance Act, 2001, so as to provide for the adjustment of the Income Replacement Rate; and to provide for matters connected therewith.

Amends the Unemployment Insurance Act 2001 to, inter alia, exclude persons receiving a state pension from the application of the Act. Extends coverage to domestic workers employed by more than one employer and also to domestic workers whose employment contract is terminated by reason of the death of the employer. Adjusts benefits for illness, maternity and adoption. Provides for the establishment of regional appeals committees and amends the resolution procedure related to disputes concerning non-payment or payment of benefits.

Individual sections deal with duty to contribute to Fund, determination of contribution, employer's duty to deduct employee's contribution, payment of contribution to commissioner and refund, payment of contribution to Unemployment Insurance Commissioner and refund, duty to register as employer, interest on late payments, penalties on default, application of Income Tax, and labour inspectors.

Part IV deals with enforcement; Part V with commissioner and claims officer. Part VI regulates activities of unemployment insurance board. Finally, Parts VII and VIII contain general provisions.
