    This Proclamation in s.1. defines "black area" By s.2, "all powers, functions and duties affecting health matters in respect of Blacks in any Black area shall be under the control of the Minister". By s.3, the "provisions of any ordinance of a provincial council or any other law relating to the establishment, maintenance and management of hospitals shall, in so far as they relate to any hospital in any Black area, continue to be of force and effect in respect of that hospital".

    Provides for the establishment of a Community Welfare Advisory Council and regional welfare boards and related committees, and defines their powers and functions (e.g. determining welfare needs and drawing up a programme). Also empowers the Minister of Health Services and Welfare (House of Representatives) to make regulations in respect of private hospitals, nursing homes, maternity homes and places where other medical or surgical activities are performed.
