Governs working conditions of employees in the farming sector. Divided into 7 parts. Part 1 regulates scope of application. Part 2 provides for minimum wages. Part 3 deals with particulars of employment; Part 4 with hours of work. Part 5 provides for leave. Part 6 deals with child labour and forced labour. No person shall employ in farming activities a child who is under 15 years of age; or who is under minimum school leaving age in terms of any law. Moreover, no person shall employ a child in employment which is inappropriate for a person of that age; or which places at risk a child's well-being, education, physical or mental health, or spiritual, moral or social development. Sets forth prohibition of forced labour. Part 7 regulates termination of employment.

Chapter 1 of Plan deals mandate and functions, Chapter 2 with institutional arrangements, Chapter 3 with policies, plans and programmes, and Chapter 4 with recommendations.

Amends inter alia the Land Reform (Labour Tenants) Act, 1996 so as to extend the date upon which the right contemplated in the proviso to section 16(1) lapses; to authorise the Land Claims Court to issue an order where in proceedings before it, it is averred that the person sought to be evicted is a labour tenant, but is subsequently not proved that such a person is a labour tenant; and to exempt awards of land certified by the Director-General from laws regulating the subdivision of land.

Chapter II provides persons who were labour tenants on 2 June 1995 the right to occupy land on which they worked. Such persons may only be evicted from such land through a court order. Chapter III provides tenant labourers the right to apply for land ownership in certain cases.

The Minister may appoint advisory committees to advise him on the utilization of the money of the fund and may, on the recommendation of the advisory committee, approve that the money of the fund be utilized for the undertaking or promotion of any development in the field of agriculture which is of material importance to any branch of agriculture; grants to persons engaged in the Republic or elsewhere, in the development of agriculture; the training or the fostering of the training of persons in any branch of agriculture, and the establishment and control of facilities for the collection and dissemination of information in connection with any matter relating to development of agriculture.

Provides for the application of the Labour Relations Act, 1956, as amended, and the Basic Conditions of Employment Act, 1983 to the agricultural sector. Establishes an Agricultural Labour Court. Provides that whenever there is a dispute between an employer and an employee engaged in farming activities concerning an alleged unfair labour practice, any party to the dispute may refer the dispute to the agricultural labour court for determination.
Chapter one of the Act was repealed by the Labour Relations Act, 1995 (No. 66 of 1995).
