Regulates the conditions for determination of material need of a citizen, and on payment of aid and other allowances. Defines material need and enumerates different types of aid persons in need can receive. Regulates the responsibilities of different levels of public administration, as well as procedural questions concerning payment of allowances.

Persons living below the subsistence level and not able to increase their income on their own receive social welfare. The possibility of such an increase is not examined for pensioneers. This is also valid for parents caring full-time for a child who is not older than 3 years, or for more than 3 children not older than 7 years, or for a disabled child. A further exception is full-time care for a closely-related adult person.
