Establishes the need for attraction of foreign workers staying in the RF on the grounds of visa in the number of 275856 people; also establishes that the realization of the need for attraction of foreign workers is carried out in relevance with distribution by the priority professionally qualified groups the list of which is attached to the text of this decree. Accordingly, establishes 275856 quotas for foreign workers staying in the RF in the grounds of visa: 275856 invitations for entry into the RF with the aim of labour activity and 275856 work permits.
Appendix: "Distribution by the priority professionally qualified groups of the defined need for attraction into the RF for 2015 of foreign workers staying in the RF on the grounds of visa".

Supplements para 2 article 6.1 (Temporary residence of foreign citizens who have entered to RF under the procedure without the requirement of visa) with new sub-paragraph 5 establishing the requirement of a document proving the knowledge of Russian language, history and basics of RF legislation by a foreign citizen applying for temporary residence permit; supplements article 13.3 (Peculiarities of labour activity of foreign citizens who have entered to RF under the procedure without the requirement of visa, on the grounds of the patent) with sub-paragraph 7. Supplements Chapter I with new article 15.1 (Proof of knowledge of Russian language, history and basics of RF legislation by foreign citizens) defining the required types of proving documents, the category of foreigners who are exempt from this general requirement. Introduces new para 9.1-1 to article 18 (Invitation to enter into the RF of a foreign citizen with the aim of labour activity). Also introduces new article 37.1 (Peculiarities of the proof of knowledge of Russian language, history and basics of RF legislation by certain categories of foreign citizens).
Repeals, inter alia, paras 2-7 of article 1 of the law No. 185-FZ of 12 November 2012 "To Amend the law "On the Legal Status of Foreign Citizens"" and article 27.2 of the law "On Education" (Sobranie zakonodatelstva Rossijskoj Federacii, 2012, No.47, p. 6396).
Paragraphs 7-9 of para 4 of article 1 enter into force on 1 September 2014.
