Part 6 (s. 15-18) regulates certificates of competency for masters and mates, Part 7 (s. 19-22) certificates of competency for engineer officers, and Part 8 (s. 23-27) certificates of competency for personnel on board fishing vessels. Part 9 (s. 28-33) sets forth special training requirements for personnel on certain types of ships. Part 10 (s. 34-35) provides for validity of certificates of competency. Part 11 (s. 36) contains transitional rules. Part 12 (s. 37) deals with alternative certification; Part 13 (s. 38) with dispensations. Parts 14-17 deal with several related matters.

Inter alia makes provision for responsibility of owner and master, working hours, activities of certified officers, radio personnel, minimum safe manning certificates on board, dispensation, and appointment of master or skipper and chief engineer. Repeals Manning of Ships Regulations 1998.
