This document outlines a determination from the Bank of Namibia to relax certain regulatory requirements to provide relief to banking institutions to deal with impaired loans as well as to continue lending to the real economy and stimulate economic growth. The regulatory changes are explained hereunder and are valid for a period of two (2) years, or until revoked in writing by the Bank.

Under Article 26(1) of the Namibian Constitution, read together with section 30(3) of the Disaster Risk Management Act, 2012 (Act No. 10 of 2012), I declare that, with effect from 17 March 2020, a State of Emergency exists in the whole of Namibia on account of the outbreak of the Coronavirus disease (COVID-19).

Export Processing Zones Amendment Act, 1996 (No. 6 of 1996).

Amends the Export Processing Zones Act, 1995. Provisions of the Labour Act, 1992 (No. 6 of 1992) shall apply in export processing zones, except that no employer or employee shall participate in a strike or lock-out.

Provides for the establishment of export processing zones for the purpose of encouraging the manufacture of export goods. Section 25 provides for a reimbursement of 75 per cent of expenditures incurred by a company in a zone for the training of Namibian citizens. Section 8 suspends the application of the provisions of the Labour Act, 1992 in export processing zones. Labour regulations for export processing zones shall be made separately.
