Adds new sections 12A (Multilateral Environmental Agreements Coordinating Committee), 28A (EIA/PER Monitoring Committee), 34A (other threat to the environment) and repeals and replaces sections 41 (standards for noise), 89 (eyesores) and 96 (regulations).

Repeals Environment Protection Act 1991.
