Les demandeurs d'emploi et les chômeurs en fin de droit, s'ils sont propriétaires des terres agricoles dont la valeur est au moins égale à la valeur du prêt demandé, et s'ils se préparent à y établir une entreprise agricole, ont droit de demander un prêt de HUF 200.000. Ce prêt, qui ne peut être accordé à une personne qu'une seule fois, est remboursable sans intérêt selon un échéancier fixé. Si le projet de création d'une entreprise agricole est abandonné ou si le bénéficiaire cesse d'exploiter les terres, le prêt doit être remboursé avec les intérêts. Ce prêt est accordé par le Fonds pour l'emploi.
