Repeals Chapter II (Evaluation of family vulnerability). Makes minor wording changes in Article 6 (Granting state benefit), Article 13 (Right to family benefit and reason for granting), Article 16 (Right to social benefit and reason for granting), Article 22 (Right to trimester urgent assistance and the procedure of granting thereof). Also supplements articles 13, 15, 16, 17 with new parts.

This law aims to implement a special system ensuring provision of compensations to military servants for injuries they got defending the Republic of Armenia, participating in battles, during military duty on the front line or carrying out a special task. Sets general provisions, describes, inter alia, beneficiaries, compensation cases, reasons for payment thereof, the payer, the amounts of compensations, conditions and procedure of payment, peculiarities of payment in case of declaring military servants as missing, the procedure of identification of persons who have right to compensation. Chapter III introduces the concept of "stamp fee" which establishes a mandatory payment to state budget to provide for the compensation to military servants, also, inter alia, the amounts of the "stamp fee", as well as the categories of payers. Chapter IV establishes the Foundation for the compensation for the injuries to life or health of military servants, with a detailed insight to the status, functions, competencies, financial resources, expenditures, resource management, management bodies, Board of Trustees. The transitional provisions implements the electronic system of production of stamps.

Rephrases part 5 of article 7 (Asylum for family and reunion of family) supplementing it with part 6; also changes the wording of article 8 (Asylum seekers and refugees with special needs), articles 14 (Terms of life sustenance), 32 (RA state authorities competent in asylum issues), 34 (Competencies of migration authority) supplementing it with new sub-paragraphs 8.1, 8.2, also part 1 of article 35 (Competencies of authority of national security), articles 36, 37, 38 concerning the competencies of state bodies and law enforcement bodies, articles 46 (Request for an asylum), 50 (Guarantees for asylum seekers with special needs), 51 (Interview), 53 (Procedures of termination and suspension of the status of refugee), 59 (Double submission of the application for an asylum).
Adds new article 16.1 (Right to free of charge juridical support), also a new paragraph to part 1 of article 9 (Not returning back (not "refouler")), new paragraph to article 24 (Right to asylum), new part 4 to article 31 (Ensuring of rights of asylum seekers and refugees by stat and non-governmental bodies), new paragraph to article 47 (Application for an asylum); also supplements the law with new article 52.1 (Accelerated procedure of granting an asylum).
Also introduces minor changes to articles 1, 11, 12, 25, 42, 45, 49, 52, 55, 56, 61.
Part 2 of article 14 enters into force on 1 January 2016.
