Changes the wording of para 11 of part 1 of article 3 (General concepts used in the law), article 4 (Principles of state policy and state guarantees for the rights of citizens in the field of craftsmanship and secondary vocational education); repeals sub-paragraph 9 of part 1 of article 15 (Competencies of the Government in the field of craftsmanship and secondary vocational education); supplements the law with a new article 18.1 (Director of institution of craftsmanship and secondary vocational education and his/her competency).
