    The consolidation of the Ordinance includes a total of 6 amending texts through December 2014 (up to Ordinance 2014:1543). The consolidated text includes various amendments.

    Contains provisions for the National Minorities and Minority Languages Act and instructions for state contributions to regional authorities to cover additional costs incurred by the act.

    Contains 14 articles concerning, inter alia:

    Articles 1-4: Content, the authorities responsible for follow-up and the opportunities of the minority groups of a municipality to choose which regional jurisdiction they will belong to.
    Articles 5-12: Conditions for and size of state contributions to regional authorities.
    Articles 13: Requirements for economic reporting from the regional authorities.
    Article 14: Appeals.

    Repeals ordinance (2000:868).

    Amends article 4 concerning the definition of a minority organisation; article 8 concerning the conditions minority organisations have to comply with in order to qualify for state contributions, including the introduction of a gender aspect; and article 12 concerning economic reporting requirements by recipients of state contributions made in accordance with the ordinance.
    The amendments to art. 12 enter into force for contributions granted in 2010 or later.

    Introduces 21 articles with provisions for the rights of national minorities and the right to use national minority languages in the public administration and courts.

    Art. 1-5 concern the content, scope and basic provisions of the act as well as the relation to EU frame Conventions on protection of national minorities and minority languages, and the Language Act (2009:600) of Sweden.
    Art. 6-7 concern the geographic scope of the Act divided in municipalities.
    Art. 8-12 concern the right to use national minority languages when communicating with official authorities.
    Art. 13-16 concern the right to use national minority languages when communicating with the courts of law.
    Art. 17-18 concern the use of minority languages in pre-school activities and in the elderly care system.
    Art. 19 concerns potential exceptions for certain authorities to article 8 on the right to communicate with governmental agencies in a minority language.
    Art. 20-21 concern the follow-up on the implementation of this act by public administration authorities.

    The Act repeals the Act (1999:1175) concerning the right to use Sami language with public authorities, and the Act (1999:1176) concerning the right to use Finnish and Meänkeli languages with public authorities.
