Contains definition, safety measures, navigation rules and responsibilities, supervision over maritime traffic, ship safety and administration, crew, including minimal number, education, duties and obligations, conditions of employment for seafarers, including work contract, holidays, conditions of work, supervision and penal provisions.

Amends the Act on Maritime and Inland Navigation (Official Gazette No. 12/98, 44/99 and 73/00) and Act on Maritime and Inland Navigation (Official Gazette No. 19/78, 8/79, 19/97, 39/89, 22/90, 13/91) with respect to provisions concerning navigation safety.
