Amends article 3 on conditions for employment, article 4 on special groups of foreign workers, article 5 on definition of employer, article 21 on seasonal employment, article 24 on work permits. After article 23 a new chaper, IIIa, is added on the start of employment of foreign citizen. Chapter IV is renamed 'Application for employment and termination of employment of foreigner'.
