Amends article 13 on Agency to ensure quality of higher education, article 40 on establishment of National Agency for EU programs, article 64 on financing of public institutions, articles 69 and 70 on scholarships, article 83 on qualifications, article 95 on enrollment.

Determines conditions, types of study programmes, organization of educational institutions, rights and obligations of academic staff and students, ensuring quality, and financing.

Repeals the Act on Higher Education (Official Gazette No. 60/03).

This Act contains 19 articles. It defines vocational training, its duration, contract, compensation, right to health insurance, inspection of training providers and penalties for violations of the Act. Existing training facilities must comply with this law within 30 days of its coming into force. Implementing regulations are to be adopted within 90 days of the Act coming into force.

Repeals the Law on Adult Education (No. 64/02 as amended by 49/07).
