    The Law was first adopted in 2014 under Act No. 12326, Jan. 21, 2014 and was amended in 2019 and 2020.

    Provides comprehensive regulations for employment services. Section 2 prohibits discrimination in job placement and vocational guidance on the basis of sex, religion, social or marital status. Chapter V sets forth penal provisions for persons recruiting workers through violence and other violations of the Act.

    Outlines duties and responsibilities of the State, employers and workers in matters of employment. In order to implement the plan, an Employment Policy Council shall be established. The State shall further the development of vocational abilities, promote employment, and collect data on employment matters. In addition, the State shall endeavor to expand job opportunities for the aged and disabled (sec. 16), for women (sec. 17), and employers shall ensure equal job opportunities for men and women (sec . 19).

    Provides for the promotion of employment of physically or mentally disabled workers. Establishes for this purpose an Employment Promotion of the Handicapped Committee and an Employment Promotion Agency for the Handicapped. With certain exceptions, employers shall employ disabled workers at a rate of 1 to 5 per cent of the total workforce (sec. 35). Employers hiring the disabled above this rate shall receive an allowance; those falling below shall pay a levy.
