    An Act to provide for the regulation of recycling of ships by setting certain standards and laying down the statutory mechanism for enforcement of such standards and for matters connected therewith or incidental thereto.
    WHEREAS, the International Maritime Organisation adopted the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 which ensures that ships, when being recycled after the end of their operational lives, do not pose any unnecessary risk to the environment and to human health and safety;
    AND WHEREAS, the said Convention was developed with inputs from International Maritime Organisation Member States, Non-Governmental Organisations and in co-operation with the International Labour Organisation and the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, 1989;
    AND WHEREAS, the Hong Kong Convention lays down the aspects relating to design, construction, operation and preparation of ships so as to facilitate safe and environmentally sound recycling, without compromising the safety and operational efficiency of ships and the establishment of an appropriate enforcement mechanism for recycling of ships;
    AND WHEREAS, the said Convention contains the provisions which are not covered in the Shipbreaking Code (Revised), 2013 notified by the Government of India to regulate the recycling of ships in India;
    AND WHEREAS, the said Convention lays down the multilateral framework to be followed internationally by countries which become a party to it;
    AND WHEREAS, India, being a Member-State of the International Maritime Organisation, had participated in the said Convention and expressed views for the protection of environment and human health and safety during the process of recycling of ships;
    AND WHEREAS, it is considered expedient to accede to the aforesaid Convention now and to have an appropriate legislation on issues relating to the recycling of ships.

    Delhi Private Placement Agencies Regulation Order, 2014.

    This Order applies to all private placement agencies in the Capital Territory of Delhi providing domestic workers in the Territory. Agencies are obliged to register with the competent authority providing the details of the agency, the number of domestic workers employed by the agency, as well as details of their salaries, addresses, work requirements, period of employment and commissions received by the employers. Domestic workers are to be issued a Passbook which includes details of the employment contract, salary etc. Provides that all employment agreements between Agencies and domestic workers are to be in writing. The Delhi Commission for Women and the Child Welfare Committee is to receive information from the Department of Labour and is to supervise the implementation of the above provisions. The Order also includes penalties in case of non-compliance with the Order.

    AN ACT to establish a mechanism to receive complaints relating to disclosure on any allegation of corruption or wilful misuse of power or wilful misuse of discretion against any public servant and to inquire or cause an inquiry into such disclosure and to provide adequate safeguards against victimisation of the person making such complaint and for matters connected therewith and incidental thereto.

    The Government of India, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) Resolution No. 371/12/2002-AVD-III dated the 21st April, 2004 as amended vide Resolution of even number, dated the 29th April, 2004 is hereby repealed.

    Prohibition of Manual Scavengers and their Rehabilitation Act (No. 25 of 2013). - Legislation on-line

    The Act prohibits manual scavenging and the manual cleaning of sewers and septic tanks without protective equipment as well as the the construction of insanitary latrines. Any one who violates the provisions of the Act by employing manual scavengers or failing to demolish insanitary latrines is liable to imprisonment of 1-2 years, and fine of Rs 50,000 - Rs 1 lakh. Anyone who employs a persons for hazardous cleaning of septic tanks and sewers is liable to imprisonment of 2-5 years and/or fine of Rs 2- 5 lakh.
    The Act also provides for the rehabilitation of persons identified as manual scavengers, and their families, including the provision of scholarships to children, housing, training and financial assistance.
    The provisions of this Act shall have effect notwithstanding anything inconsistent therewith contained in the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993 or in any other law, or in any instrument having effect by virtue of any other law.

    187. (1) The Police Act, 1861, in its application to the State of Sikkim, is hereby repealed.
