Makes numerous amendments to the principal Act, in particular with respect to disability certificates as well as the role of the Chief Commissioner and their functions.

National Policy For Persons with Disabilities, 2006. -

The National Policy recognizes that Persons with Disabilities are valuable human resource for the country and seeks to create an environment that provides them equal opportunities, protection of their rights and full participation in society. The focus of the policy shall be on the following:

The Ministry of Social Justice & Empowerment will be the nodal Ministry to coordinate all matters relating to the implementation of the Policy. An inter-ministerial body to coordinate matters relating to implementation of National Policy will be formed. All stakeholders including prominent NGOs, Disabled Peoples Organizations, advocacy groups and family associations of parents / guardians, experts and professionals will also be represented on this body.

Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1996 (S.O. 08(E)). -

Provides regulations of the Central Coordination Committee and the Central Executive Committee. Also regulates posting of employment positions for disabled persons. Made under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation Act, 1995) (No. 1 of 1996).

Adoption: 1996-01-01 | IND-1996-L-51207

Provides for programmes for the early detection of disabilities in schools, education and training for disabled children, an employment exchange for disabled persons, training and employment for disabled workers, and affirmative action schemes. Chapter VIII prohibits discrimination on the grounds of disability.
